-8- CRFEC= CRF times LUEEC; ( e) The fee for the CRFEC will be charged to the customer: ( 1) at the time of the notification [as specified in Section 30-48 1 (a)]; ( 2) the charge will be based on an estimate of anticipated sewerage usage derived by the Director of Public Works using available information at his disposal; ( 3) after a 12-month period has expired, a revised CRFEC bill will be derived based on the formula specified in (d) of this section; and, (4) if the customer overpaid, such party will be refunded the amount overpaid. If the customer underpaid, any deficiency will be due to the City 10 days after final determination and notice of the amount of deficiency; ( f) This fee will be charged to the customer on the customer's utility bill as provided in Chapter 30, Division 3, Section 30-34, et seq. 2. Any party assessed this fee may petition for adjustment as provided in Section 30-47 under this chapter. Section 30-49. Prepa~nent of CRF for Advanced Commitments on Sewerage Treatment Capacity 1. When a party wishes to secure from the City of San Marcos an advance commitment to reserve sewerage treatment capacity for uses other than single family, such party may do so provided that the following conditions are met: a) the CRF be paid in advance at the rate of $900 per living unit equivalent; b) the commi tmen-t given to the party who seeks the said capacity will not be transferable and will be in effect for a period not to exceed three years from the date of the signing of the reservation by the Mayor of the City; c) before the commitment is granted to the party who seeks the said capacity a determination will be made by the Public Works Director that the capacity being requested is not the capacity which is available at the existing treatment plants as of the effective date of this Ordinance, that the capacity being requested is capacity which is either being developed as evidenced by the sale
