The 30,000 student population threshold <br />allows for future Clty plans to better understand the future dIrections of Texas State <br />U1llversity-San Marcos. <br />o LikeWIse, the University's expectation that graduate enrollment will mcrease as a percentage <br />of the total student body indicates the CIty may receIve lncreased demand for affordable <br />pnvate housmg. <br />o The Campus Master Plan assumes there will be no sigmficant mcrease or decrease In the <br />current level of reSIdence hall beds, allowmg future Clty plans to antIcIpate on-campus <br />population. <br /> <br />Universit~ Financing and Construction Frocess <br /> <br />The constructlOn and financlng processes of Texas State Umverslty-San Marcos d1ffer slgruficantly <br />from those of the CIty. <br /> <br />UnlllerSlty Prrvect Fmancm,~ <br /> <br />Texas State University-San Marcos has different funding sources that can be used for new <br />constructlOn, renovation, mfrastructure and landscapmg projects. However, each funding source has <br />limitatlOns on how It can be used. <br /> <br />Higher Education Assistance Funds (HEAF) are LegislatIve appropriations earmarked for <br />mstltutlOns not receiving Permanent Umverslty Fund momes. They can only be used for <br />Educational and General (E&G) or academlC and admlmstrative renovatlOn and new construction <br />projects. These funds cannot be used for reSIdentIal, auxiliary or athletic projects. However, they <br />can also be used for land acqUISItiOnS, library books and capital Items (furnIture and eqUIpment). <br /> <br />TUItIon Revenue Bonds (fRB) are authonzed by the Texas LegIslature for a speClfic capital <br />Improvement project and are to be repaId by the mstltutlOn by revenues from tUItion. In most cases <br />TRB 1S authonzed for E&G projects. <br /> <br />16 <br />
