He stated <br />the City has a new City Attorney coming from a University City who can <br />provide some help with different planning and legal issues. She stated San <br />Marcos is a community of one and we can not severe without each other. Mr. <br />Guerrero inquired to whether permitting rentals would affect apartment <br />tenants. Mr. Quittner stated permitting rental property will affect <br />apartment rentals. Mayor Narvaiz stated she feels the Council should work <br />with City Attorney to not create un- intended consequences against the City. <br />She stated she feels the Council should hold a Workshop on this issue and <br />also review Mr. Thomaides information. Ms. Couch stated she appreciates <br />everyone who showed up to speak. She feels there needs to be stricter laws <br />and additional enforcement. Ms. Robertson agreed immediate steps should <br />be enforcement of both tenets and property owners. Mr. Guerrero stated he <br />has ridden with police on certain occasions and feels our Ordinance needs <br />to be stricter. He stated he supports the licensing and permitting of <br />rental property. The Council agreed by consensus to hold a Workshop with <br />all parties involved, review the licensing and permitting of rental <br />properties and to increase enforcement. <br />Mayor Narvaiz stated due to the later hour she will be moving up Item #25. <br />Mayor Narvaiz introduced approval of Motion to ratify the property tax <br />increase reflected in the 2007 -2008 Budget. Mr. O'Leary stated this motion <br />is a requirement that is required to place into effect the six cent tax <br />increase. Mr. Jones moved to approval of Motion to ratify the property tax <br />increase reflected in the 2007 -2008 Budget, and Ms. Couch seconded the <br />motion, which passed unanimously. <br />Mayor Narvaiz stated due to the later hour she would be moving up Item # <br />26, forward due to the time. Mayor Narvaiz introduced for consideration of <br />adoption of an Ordinance on emergency, the caption which was read as <br />follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ADOPTING A BUDGET FOR THE FISCAL YEAR BEGINNING ON OCTOBER 1, 2007 AND <br />ENDING ON SEPTEMBER 30, 2008; AUTHORIZING CERTAIN ADJUSTMENTS TO THE <br />BUDGET WITH THE APPROVAL OF THE CITY MANAGER; APPROVING FISCAL YEAR <br />2007 -2008 CAPITAL IMPROVEMENTS PROGRAM PROJECTS; INCLUDING PROCEDURAL <br />PROVISIONS; AND DECLARING AN EMERGENCY. <br />Mr. Jones moved for adoption of the Ordinance on emergency, and Mr. <br />Guerrero seconded the motion. Mr. O'Leary stated this is the final steps <br />to the budget process, which began last March. Mayor Narvaiz thanked the <br />Staff for a great job. She moved to amend the Ordinance to remove 5b <br />Hispanic Chamber from the Hotel Occupancy Tax Funding, and Ms Couch <br />seconded the motion. Mayor Narvaiz stated she feels the Hispanic Chamber <br />should be removed off the HOT tax funding and have the Minority Tourism <br />Board under the guidance of a City Department Mr. Guerrero stated he <br />
