13 Regular Meeting December 18, 1985 Page 2 Mayor Craddock introduced a public hearing and adoption of a Resolu- tion, the caption which was read as follows: A EESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MAECOS, TEXAS, AMENDING THE FUTURE LAND USE PLAN (MAP) OF THE MASTER PLAN OF SAID CITY, FOR LOTS 119, 120, 121 AND 122, BLOCK 12, WESTOVER ADDITION TO THE CITY OF SAN MARCOS AS SHOWN ON THE MAP OR PLAT THERE- OF RECORDED IN VOLUME 59, PAGE 184 OF THE DEED RECOEDS OF HAYS COUNTY, TEXAS; AND LOCATED ON THE NORTHWEST SIDE OF THE 1400 BLOCK OF EARLE STREET, FEOM "LD" (LOW DENSITY RESIDENTIAL) TO "MD" (MEDIUM DENSITY RESIDENTIAL) AND DECLARING AN EFFECTIVE DATE. Mayor Craddock opened the public hearing and asked if anyone wished to speak in favor of the land use amendment. Laura Schneider, owner of the property, advised the Council she and her husband wanted to bring the land use in conformance with the zoning of the property, for duplex residential. Guy Trimble advised the Council he knew the Schneider family and thought what they wanted to do would be in line with that particular "mixed" area. No one else wished to speak in favor or in opposition to the land use change, so Mayor Craddock closed the public hearing. Mr. Farr moved for adoption of the Resolu- tion and Ms. Kissler seconded the motion. On roll call the following vote was recorded: AYE: Coddington, Farr, Craddock, Guerra, Kissler, Nicola. NAY: Brown. ABSTAIN: None. Mayor Craddock introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 2-43 OF DIVISION 2, ENTITLED "TEXAS MUNICIPAL EETIREMENT SYSTEM" OF ARTICLE III, ENTITLED "CIVIL SERVICE AND EMPLOYEE BENEFITS" OF CHAPTEE 2 OF THE CODE OF ORDINANCES OF SAID CITY TO AMEND THE DATE ON WHICH CALCULATIONS OF UPDATED SER- VICE CREDITS ARE BASED, UNDER THE ACT GOVERNING THE TEXAS MUNICIPAL EETIEEHENT SYSTEM, FOR SERVICE PERFORMED BY QUALIFYING MEMBERS OF SUCH SYSTEM IN THE EMPLOYMENT OF SAID CITY AND TO AMEND THE DATE ON WHICH CALCULATIONS OF UPDATED SEEVICE CREDITS ARE BASED UNDER SAID ACT FOR SERVICE PERFORMED BY QUALIFYING MEMBEES OF SUCH SYSTEM WHO HAVE UNFORFEITED CREDIT FOR PRIOR SERVICE AND/OE CURRENT SERVICE WITH OTHER PARTICIPATING MUNICIPALITIES BY REASON OF PREVIOUS SERVICE AND WHO WERE CONTRIBUTING MEMBERS ON JANUARY 1, 1985; AMENDING SECTION 2-44(9) OF SAID DIVISION OF SAID ARTICLE OF SAID CHAPTER OF SAID CODE TO AMEND THE DATE ON WHICH CALCULATIONS OF THE INCREASE IN RETIREMENT ANNUITIES ARE BASED; AND DECLAR- ING AN EMERGENCY. Mayor Craddock moved for adoption of the Ordinance and Ms. Kissler seconded the motion, which passed unanimously.
