<br />14 <br /> <br /> <br /> <br /> <br /> <br /> <br />Regular Meeting December 18, 1985 Page 3 <br /> <br /> <br />Mayor Craddock introduced for consideration adoption of an Ordinance, <br />the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING THAT ORDINANCE ADOPTED ON <br />OCTOBER 28, 1985 WHICH DECLARED A MORATORIUM UNTIL <br />D~CEMBER 31, 1985, ON THE CONSTRUCTION OF AND BUILD- <br />ING PERMITS FOR OFF-PREMISE OUTDOOR ADVEET'!SING SIGNS <br />ANYWHERE WITHIN THE JURISDICTION OF SAID CITY AND <br />WHICH PROVIDED FOR VARIANCES, TO EXTEND SAID MORATOR- <br />IuM AND ALL THE PROVISIONS OF SAID ORDINANCE THROUGH <br />JANUARY 31, 1986; AND DECLARING AN EMERGENCY. <br /> <br />Ms. Kissler moved for adoption of the Ordinance on emergency and Mr. <br />Brown seconded the motion. Mr. Coddington stated he objected to the <br />extension of the moratorium and wants the Council to be given the <br />sign ordinance draft as soon as possible. It was consensus of Council <br />to schedule a Workshop on January 8, 1986 at 5:00 p.m. for a review <br />of the proposed sign ordinance. On roll call the following vote was <br />recorded: <br /> <br />AYE: Brown, Coddington, Farr, Craddock, Kissler, Nicola. <br /> <br />NAY: Guerra. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Craddock introduced for consideration approval of an Ordinance <br />on second reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING ORDINANCE 1972-7 ADOPTED <br />~ffiRCH 13, 1972, AND AMENDED FEBRUARY 11, 1980, AND <br />NOVEMBER 14, 1985, WHICH ESTABLISHED AND REGULATED <br />VARIOUS FEES AND CHARGES FOR CABLE TELEVISION SERVICE <br />HITEIN SAID CITY, BY RAISING THE MONTHLY FEE FOR BASIC <br />SEEVICE; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Brown moved for approval of the Ordinance on second reading and <br />Mr. Farr seconded the motion. Mayor Craddock moved to amend the <br />Ordinance in Section 2 for the Ordinance to become effective thirty <br />days after its final passage instead of ten days and Mr. Farr second- <br />ed the motion, which passed unanimously. On roll call for approval <br />of the Ordinance on second reading the Council approved the Ordinance <br />unanimously. <br /> <br />Mayor Craddock introduced for consideration approval of an Ordinance <br />on second reading and adoption of three Ordinances on third and final <br />reading by consensus. Mr. Farr moved for approval of the Ordinance on <br />second reading and for adoption of the three Ordinances on third and <br />final reading by consensus and Ms. Kissler seconded the motion, which <br />passed unanimously. The captions of these Ordinances read as follows: <br /> <br />A?proval of Ordinance on second reading: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />~ffiRCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br />OF BUILDINGS, STEUCTUEES AND LAND, DATED JUNE 13, <br />1984 (VOL. 66) BY CHANGING THE ZONING OF AN APPROXI- <br />~~TE15.00 ACRE PORTION OF A LARGER TRACT CONSISTING <br />OF 19.7 ACRES OF LAND AREA IN THE J. M. VERAMENDI <br />LEAGUE NO.2, SAID LARGER TRACT BEING A PORTION OF A <br />20.40 ACRE TRACT CONVEYED BY DEED DATED FEBRUARY 14, <br />1903 TO STUDER/MORTON COMPANIES RECORDED IN VOLUME <br />388, PAGE 614 OF THE HAYS COUNTY DEED RECORDS, FROM <br />"LI" (LIGHT INDUSTRIAL DISTRICT) TO "MF-4" (MULTI-FAMILY <br />DISTRICT), SAID TRACTS BEING LOCATED EAST OF IH-35 NORTH <br />AND NOETH OF AQUARENA SPEINGS DElVE IN SAID CITY; AND <br />DLCLARING AN EFFLCTIVL DATE. <br />
