City Council Meeting Minutes June 17, 2014 <br />Dianne Wassenich, PO Box 222 W San Antonio, addressed the Council and spoke in neither <br />opposition nor in favor of this item, but reminded the Council that projects along the Blanco <br />River are extremely prone to flash floods, and that there are also highly erosive soils in this area. <br />In all of the planning we have to keep things like that in mind. <br />There being no further comments, the Mayor closed the Public Hearing at 9:18 <br />p.m. <br />A motion was made by Council Member Scott, seconded by Council Member Prewitt, that <br />Ordinance 2014 -38 be approved, on the first of two readings. The motion carried by the following <br />vote: <br />For: 5 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Council Member Thomason, Council <br />Member Scott and Council Member Prewitt <br />Against: 1 - Deputy Mayor Pro Tern Becak <br />Absent: 1 - Council Member Prather <br />14. Consider approval of Ordinance 2014 -36, on the second of two readings, amending <br />Chapter 7, Article 2 and Chapter 8, Article 1 of the Land Development Code and <br />Chapter 86, Articles 2 and 9 of the San Marcos Code of Ordinances to prohibit private <br />water wells on property connected to the City's water and wastewater systems; <br />providing a savings clause; providing for the repeal of any conflicting provisions; and <br />providing an effective date. <br />Tom Taggart, Executive Director of Public Services, provided a presentation to the Council. <br />Mayor Guerrero opened the Public Hearing at 9:34 p.m. <br />Dianne Wassenich, 222 W. San Antonio, strongly urged the Council to pass this Ordinance. <br />There being no further comments, the Mayor closed the Public Hearing at 9:36 p.m. <br />A motion was made by Deputy Mayor Pro Tern Becak, seconded by Mayor Pro -Tem Thomaides, <br />that Ordinance 2014 -36 be approved, on the first of two readings. The motion carried by the <br />following vote: <br />For: 6 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, <br />Council Member Thomason, Council Member Scott and Council Member Prewitt <br />Against: 0 <br />Absent: 1 - Council Member Prather <br />15. Consider approval of Ordinance 2014 -37, on the second of two readings, amending <br />Chapter 14, Article 3, Residential Code for One and Two - Family Dwellings, of the City <br />of San Marcos Code of Ordinances to apply stricter fire safety standards, including the <br />City of San Marcos Page 5 <br />
