City Council Meeting Minutes June 17, 2014 <br />bring back language creating a pro -rata structure for the Electric Utility Line Extension Policy. <br />The motion carried by the following vote: <br />For: 5 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, <br />Council Member Scott and Council Member Prewitt <br />Against: 1 - Council Member Thomason <br />Absent: 1 - Council Member Prather <br />17. 7:OOPM Receive a Staff presentation and hold a Public Hearing to receive comments <br />for or against Resolution 2014 -92R approving revisions to the City of San Marcos <br />Design Guidelines for the purpose of establishing Sustainability Guidelines applicable <br />to alterations of historic structures; and declaring an effective date; and consider <br />approval of Resolution 2014 -92R. <br />Alison Brake, Senior Planner, provided a brief presentation to Council. <br />Mayor Guerrero opened the Public Hearing at 10:11 p.m. <br />There being no comments, the Mayor closed the Public Hearing at 10:11 p.m. <br />A motion was made by Council Member Scott, seconded by Council Member Prewitt, that <br />Resolution 2014 -92R be approved. The motion carried by the following vote: <br />For: 6 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tem Becak, <br />Council Member Thomason, Council Member Scott and Council Member Prewitt <br />Against: 0 <br />Absent: 1 - Council Member Prather <br />NON - CONSENT AGENDA <br />18. Consider approval of Resolution 2014 -91 R approving an Economic Development <br />Incentive Agreement pursuant to Section 1.4.4.1 of the Land Development Code <br />( "LDC ") between the City of San Marcos and Success Foods Management Group, <br />L.L.C. that grants a waiver of the requirement under Section 4.3.4.2 of the Land <br />Development Code that a restaurant in the Central Business Area must be in <br />operation for at least six months before it may sell beer and wine for on-premises <br />consumption and at least 12 months before it may sell mixed beverages for <br />on- premises consumption in connection with a proposed restaurant and bar at 301 N. <br />Guadalupe Street; authorizing the City Manager to execute said agreement on behalf <br />of the City contingent upon the issuance of a Conditional Use Permit for on- premises <br />consumption of alcoholic beverages by the Planning and Zoning Commission; and <br />declaring an effective date. <br />A motion was made by Deputy Mayor Pro Tern Becak, seconded by Mayor Pro -Tem Thomaides, <br />City of San Marcos Page 7 <br />
