City Council Meeting Minutes July 1, 2014 Housing Policy; and declaring an effective date. 14. Consider approval of Resolution 2014 -97R approving the City's participation and subsequent participation certificate with Texas Cooperative Liquid Assets Securities System for its provision of investment pool services; authorizing an Investment Officer to execute the attached Participation Certificate on behalf of the City; authorizing designated officers to execute certificates, instruments and other papers necessary and related to this participation resolution on behalf of the City; and declaring an effective date. 15. Consider approval of Resolution 2014 -98R confirming the City Manager's appointment of Chase Stapp as Chief and Head of the San Marcos Police Department; and declaring an effective date. 16. Consider approval, by motion, of a one -time bonus payment in the amount of $3,500.00 to City Clerk Jamie Lee Pettijohn, effective immediately. PUBLIC HEARINGS - 7:00 PM Consider approval of Ordinance 2014 -40, on the first of two readings, approving an amendment to the Preferred Scenario Map of the City's Comprehensive Plan from an "Area of Stability" to a "Medium Intensity Zone" for a 216.5 acre, more or less, tract of land out of the J.M. Veramendi League Survey No. 2, located between North IH -35 and Harris Hill Road and extending from the Blanco River to the Saddle Creek Subdivision; and including procedural provisions. Amanda Hernandez, Senior Planner, provided the Council with a Staff presentation on the request. Mayor Guerrero opened the Public Hearing at approximately 7:10 p.m. Robert McDonald, 3735 Lost Creek, Austin, TX, addressed the Council with regard to his Whisper Project. He explained that this is a mixed use development a multi - family community with a 9 hole golf course and potentially a hotel on the interstate portion. The only issue that he had at this point was to delay the open space designation until after their planning and golf course work is complete. They would prefer not to have that requirement prior to platting and that would just be for the use of the golf course portion. There being no additional comments Mayor Guerrero closed the Public Hearing at approximately 7:13 p.m. A motion was made by Council Member Thomason, seconded by Council Member Scott, that this Ordinance be amended by removing the requirement of preserving the designation of Open Space for the floodway and water quality zones. The motion carried by the following vote: For: 6 - Mayor Guerrero, Deputy Mayor Pro Tern Becak, Council Member Thomason, Council Member Scott, Council Member Prather and Council Member Prewitt Against: 1 - Mayor Pro -Tem Thomaides A motion was made by Council Member Scott, seconded by Deputy Mayor Pro Tern Becak, that this Ordinance be approved, on the first of two readings.
