City Council Meeting Minutes July 1, 2014 <br />Housing Policy; and declaring an effective date. <br />14. Consider approval of Resolution 2014 -97R approving the City's participation and <br />subsequent participation certificate with Texas Cooperative Liquid Assets Securities <br />System for its provision of investment pool services; authorizing an Investment Officer <br />to execute the attached Participation Certificate on behalf of the City; authorizing <br />designated officers to execute certificates, instruments and other papers necessary <br />and related to this participation resolution on behalf of the City; and declaring an <br />effective date. <br />15. Consider approval of Resolution 2014 -98R confirming the City Manager's appointment <br />of Chase Stapp as Chief and Head of the San Marcos Police Department; and <br />declaring an effective date. <br />16. Consider approval, by motion, of a one -time bonus payment in the amount of <br />$3,500.00 to City Clerk Jamie Lee Pettijohn, effective immediately. <br />PUBLIC HEARINGS - 7:00 PM <br />Consider approval of Ordinance 2014 -40, on the first <br />of <br />two readings, approving <br />an amendment to the Preferred Scenario Map of <br />the <br />City's Comprehensive Plan from <br />an "Area of Stability" to a "Medium Intensity Zone" <br />for <br />a <br />216.5 acre, more or less, tract <br />of land out of the J.M. Veramendi League Survey <br />No. <br />2, <br />located between North IH -35 <br />and Harris Hill Road and extending from the <br />Blanco <br />River to the Saddle Creek <br />Subdivision; and including procedural provisions. <br />Amanda Hernandez, Senior Planner, provided the Council with a Staff presentation on the <br />request. <br />Mayor Guerrero opened the Public Hearing at approximately 7:10 p.m. <br />Robert McDonald, 3735 Lost Creek, Austin, TX, addressed the Council with regard to his Whisper <br />Project. He explained that this is a mixed use development a multi - family community with a 9 <br />hole golf course and potentially a hotel on the interstate portion. The only issue that he had at <br />this point was to delay the open space designation until after their planning and golf course <br />work is complete. They would prefer not to have that requirement prior to platting and that <br />would just be for the use of the golf course portion. <br />There being no additional comments Mayor Guerrero closed the Public Hearing at approximately <br />7:13 p.m. <br />A motion was made by Council Member Thomason, seconded by Council Member Scott, that <br />this Ordinance be amended by removing the requirement of preserving the designation of Open <br />Space for the floodway and water quality zones. The motion carried by the following vote: <br />For: 6 - Mayor Guerrero, Deputy Mayor Pro Tern Becak, Council Member Thomason, <br />Council Member Scott, Council Member Prather and Council Member Prewitt <br />Against: 1 - Mayor Pro -Tem Thomaides <br />A motion was made by Council Member Scott, seconded by Deputy Mayor Pro Tern Becak, that <br />this Ordinance be approved, on the first of two readings.
