<br />79 <br />Regular Meeting March 27, 1989 Page 2 <br />stated he would like to serve on a committee appointed by the <br />Mayor to assist anyone needing assistance with making the <br />necessary address changes. Mary Gonzales stated she applauds Mr. <br />Rubio for his contributions to the City and to the Country. She <br />stated there are many citizens who could be honored for their <br />contributions. She does not think the name of the street should <br />be changed, as it would be an inconvenience. Mrs. Gonzales was <br />was representing family members from Gravel Street and reminded <br />Mayor Morris that she had submitted a petition previously of <br />residents of Gravel who are opposed to the name change. Carmen <br />Soto provided a petition with 48 signatures (by house number) who <br />are opposed to the name change. Mary Mendosa stated renaming the <br />street to Rubio Street would show gratitude for Mr. Rubio's <br />efforts. Rebecca Gamboa Amaye stated it would be an <br />inconvenience to the residents to change the name of the street, <br />and that she did not approve of someone placing flyers in the <br />residents' mailboxes regarding changing the name to Rubio Street. <br />Mary Rivas stated she was opposed to changing the name of the <br />street unless there is no cost involved to do so. Sandra Rubio <br />stated the only charge that would be incurred would be a $5.00 <br />charge for changing driver's licenses (Mr. Moore present at this <br />time - 8:15 p.m.). Mayor Morris stated she wants a notice to <br />appear in the paper advising all the residents of Gravel Street <br />that the Council will be considering changing the name of the <br />street to Rubio Street before the Council proceeds with this <br />matter. Mr. Guerra stated a uniform policy needs to be <br />established to handle street name change requests, as well as a <br />document to be used for petitioners to sign. The Council <br />directed Staff to survey residents of Gravel Street (South of <br />Mi tchell) ÈY property ownership, to place this matter on the <br />agenda when the survey is completed, to place a notice in the <br />paper inviting all the residents to be present when the Council <br />considers this matter on the agenda, to try to bring the matter <br />back to the Council within thirty days if there are no problems <br />in finding the property owners, and to discuss with CAD and the <br />County difficulties the City encounters with plat filings. <br />Mayor Morris introduced a discussion regarding a request by the <br />Youth Shelter to construct a building on City-owned property. <br />Board Member Becky Sierra stated the shelter always remains full. <br />They have been in existence for three years and are funded with <br />federal grants, United Way, churches, fundraisers, etc. They are <br />requesting a lease to accommodate their needs. They wish to <br />expand the shelter to take care of thirteen children, as <br />presently licensed for. They have a $10,000.00 grant from a <br />church for construction of a shelter with the condition that the <br />construction must begin by June 1st. They have already received <br />one extension of time to begin the construction. The high school <br />will construct the shelter and SWT will build the cabinets. Jim <br />Grouchy, the Shelter Supervisor, stated they only have eight beds <br />in their existing facility and have been accommodating <br />surrounding area children and are in need of more capacity. Bob <br />Shearer provided accounting services for a period of time and <br />advised the Council there was a possibility that the first <br />month's rent deposit which the City of San Marcos provided might <br />be returned. He stated he is in support of this program. He <br />stated they had a financial setback last year and are more <br />financially stable now. He stated the grant funds will increase <br />when the number of children increases. Mr. Grouchy stated the <br />Shelter provides short-term assistance to children in crisis <br />situations. He stated the Shelter works with the parents or <br />conservators of the children for the placing of the children and <br />provides shelter for a maximum of thirty days. They help to send <br />the children to a suitable environment and while at the shelter <br />offer a secure and loving environment. Larry Gilley stated the <br />Youth Shelter needs to proceed as quickly as possible. He stated <br />the current zoning is commercial and needs to be zoned public <br />use. Mrs. Sierra stated the construction needs to be in process <br />
