<br />Sunset Commission Report <br />Page 2 <br />General Recommendations <br />The Sunset Advisory Commission makes the following <br />recommendations: <br />1. Council should appoint a Sunset Advisory commission to <br /> review and critique each city department with relation <br /> to service and performance and recommend areas of <br /> improvement. This Commission, working with the City <br /> Manager, would evaluate each city department every three <br /> (3) years in conjunction with its review of each city <br /> board and commission. Commission members should have <br /> expertise in the area or department to be evaluated. <br />2. Attendance should be stressed for each new appointee to <br /> a commission or board. Commissions or boards which are <br /> limited in time (Le. Sunset Advisory and Charter <br /> Review) should have appointees who realize the necessity <br /> of attendance at meetings. <br />3. All new members of boards or commissions should go <br /> through an orientation process and receive materials <br /> (i.e. ordinance creating) prepared by the city staff <br /> liaison. <br />4. The citizens of San Marcos need better notice of board <br /> and commission meetings than the present posting system <br /> affords. Publication in the newspapers and inserts in <br /> the utility bills are suggested. <br />5. All boards and commissions should file a brief report <br /> with the Council at least once a year in January stating <br /> their past year's accomplishments, goals for the coming <br /> year, and areas of concern on a form provided by the <br /> City Council. <br />6. City Staff should prepare a brochure to inform citizens <br /> of what all the boards and commissions do. The <br /> brochures should be available at City Hall and at the <br /> Library with an application attached for citizens <br /> interested in serv~ng on a board, commission, or <br /> committee. <br />7. Each board or commission which does not meet regularly <br /> should be required to have at least a yearly meeting <br /> with the staff person assigned to assure its viability. <br />
