<br />Electrical Board (~an Marcos) <br />Visited by Bennie Blansett on November 8, 1988 <br />Problems reported by the Board: None <br />Sunset recommendations: None <br />Ethics Commission <br /> <br />Visited by Ted Hindson in Septemer, 1988. <br />Observation: The occasion of that meeting was a lengthy workshop <br />which involved members of the Ethics Commission and various city <br />employees. The workshop was directed in superb fashion by the <br />City Attorney, Lamar Hankins. The members of the commission <br />seemed to be extremely conscientious and scrupulous as judged by <br />both the quantity and quality of their questions. If the workshop <br />was a valid indicator of the commission's concerns, there can be <br />no doubt of the necessity of maintaining the commission's present <br />scope. As mentioned above, the city attorney was a crucial agent <br />in the commission's activities and the presence of the city's <br />chief legal adviser on this commission should be maintained. <br />Sunset recommendations: None <br />Fair Housing Commission <br /> <br />This commission did not meet during the period of the current <br />Sunset Advisory Commission. <br />Sunset recommendations: We concur with the previous Sunset <br />Commission and recommend the duties of this commission be assumed <br />by the Housing Authority Board. If this is still not acceptable, <br />recommend the duties be transferred to the Personnel Appeals Board <br />or the Human Services Advisory Board. <br />Historic Preservation Commission <br />Visited by Ruben Garcia and Keith Ferguson February 2, 1989. <br />Problems reported by the commission: Only two questionnaires were <br />returned. No problems were reported. <br />Observations: Only four members were present at this meeting. <br />The election of a Chair and Vice-Chair were postponed due to a <br />lack of members. The commission discussed several business signs <br />in the downtown area. Kelly Franks of the Main Street Advisory <br />Board reported on the progress of renovations being conducted at <br />this time and future projects. <br />Sunset recommendations: Since the Historic Preservation <br />Commission, Planning Commission, and Main Street Advisory Board <br />all overlap to a certain degree, it could be beneficial to either <br />abolish the Historic Commission and let the Planning Commission <br />take over responsibility of historic preservation or merge the <br />Historic Preservation Commission with Main Street Advisory Board. <br />Main Street Advisory Board could then be broken down into <br />sub-committees. Thus the Main Street goals and the Historic <br />Preservation goals could be better organized and dealt with. <br />
