<br />Human Services Adviso~ Board <br /> <br />Visited by Bennie Blansett on January 23, 1989. <br />Problems reported by the Board: All members spent a tremendous <br />number of hours in public hearings and other activities so they <br />could make the best possible funding recommendations to the City <br />Council. All members of the Board were extremely frustrated <br />because it appeared that the City Council totally ignored their <br />recommendations without basis. <br />Sunset recommendations: The City Council should provide written <br />feedback to this and all other similar entities as to the <br />rationale for their decisions, especially when these decisions are <br />counter to recommendations. <br />Joint Airport Zoning Board <br />This board has not met in over three years. <br />Sunset recommendations: Convene the Board at least once a year or <br />once every 18 months and have the Airport Manager and the Chairman <br />of the Airport Commission give all members an update on past <br />accomplishments and future activities at the Airport. This would <br />not Gnly ensure the viability of the Board but would also provide <br />a forum for keeping the citizens of Martindale, Caldwell County, <br />Guadalupe County, and Hays County informed on the status of the <br />airport. <br />Library Board <br />Visited by Patty Sullivan on March 14, 1989, and by Keith Ferguson <br />on February l4, 1989. <br />Problems reported: Most of the members feel that the City Council <br />is not concerned with the library issue. <br />Observation: The members are totally committed to their work. <br />The librarian furnished the Board with information on library <br />usage and discussed several ideas that are intended to keep the <br />public informed of the need for a new library. There was a great <br />deal of concern over the availability of the meeting rooms as well <br />as outside grant money for adult education programs. The meeting <br />seemed like more of a review of what the librarian has done than <br />what the Board is trying to get accomplished. The librarian and <br />her staff have done an excellent job with operations of the <br />library. There was not a quorum for the meeting the week of <br />spring vacation. A policy for attendance should be made. <br />Sunset recommendations: None <br />Main Street Advisory Board <br /> <br />Visited twice by Ted Hindson in October, 1988, and in February, <br />1989. <br />Observation: The commission held its meetings at the Old Fish <br />Hatchery which seemed completely appropriate to its purposes. The <br />chair of the commission, Lunelle Anderson, was both grac ious and <br />competent. The staff director, Kelly Franks, seemed to be <br />
