<br />thoroughly professional. The commission has a large membership, <br />which makes it di-fficul t to achieve a quorum. At the February <br />meeting, no quorum was attained. The commission's duties were <br />both enlightening and entertaining. There was a great deal of <br />enthusiasm on the part of both the membership and the staff <br />regarding the Main Street ideal. The sessions were well-attended <br />by the public and. other interested parties. <br />Sunset recommendation: The only suggested recommendation is to <br />cut down on the membership of the commission from 15 to 9 if <br />quorums cannot be frequently achieved. Otherwise, this commission <br />seems to be fulfilling a useful and necessary function. <br />Commission for Minorities <br /> <br />Visited by John Munoz in April, 1989. <br />Observation: Very good interaction and input between members. <br />The commission has progressive members with good ideas. However, <br />purpose is not really defined and members question what they can <br />and cannot do. With the talent and good intentions of the group <br />perhaps they should receive resources from the city or civic <br />groups for research and implementation of programs. <br />Sunset recommendations: None. <br />Parks and Recreation Advisory Board <br /> <br />Visited by Patty Sullivan September 20, 1988 and November 30, 1988 <br />Problems reported by the Board: Attendance of members very poor. <br />Sunset recommendation: Attendance requirement should be enforced. <br />Personnel Appeals Board <br /> <br />Did not meet. <br />Problems reported by the Board: None <br />Sunset recommendation: None <br />Planning Commission <br /> <br />Visited by Ted Hindson and Keith Ferguson on September l3, 1988 <br />and November 29, 1988. <br />Problems reported by the commission: New members need orientation. <br />Observation: Commission worked well together. The meeting was <br />conducted in a very relaxed atmosphere. Only two questionnaires <br />were returned. They were by Commission Chair Art Millecam and <br />Member Nina Pryatel. Both were grateful to the City staff and the <br />job they have done. <br />Sunset recommendation: Come up with orientation packet or conduct <br />discussion for new members. <br />Plumbing Board of Appeals and Adjustments <br /> <br />Visited by Col. Blansett and Keith Ferguson on February 7, 1989. <br />Problems reported by the commission: There was concern from one <br />member that the City staff namely, the Building Inspection <br />Department is not very helpful to the commission. <br />Observation: Only three members present because of inclement <br />
