ATTACHMENT A <br />CITY OF SAN MARCOS <br />CRYSTAL CLEAR CCN WATER LINE IMPROVEMENTS PROJECT <br />SCOPE OF SERVICES <br />2. Preliminary Environmental Assessment: KIMLEY -HORN has retained CoxIMcLain Environmental <br />Consulting to perform a preliminary environmental assessment, including the following services: <br />a. Archeological: Conduct limited cultural resource investigations for the project area. <br />Archival research will be performed in the electronic and mapping files of the Texas <br />Historical Commission (THC) Atlas Sites database, the Texas Archeological Research <br />Laboratory (TARL), and /or any other relevant archives for information on previously <br />recorded sites and historic properties in the vicinity of the project's Area of Potential <br />Effect (APE). <br />b. Water Resources: Collect data on surface water streams and other existing water <br />resources. The 100 -year flood plain, as delineated by FEMA, will be identified and the <br />impacts of the proposed project will be assessed. Potential for impact to groundwater will <br />be evaluated. Perform evaluations of wetlands and waters of the U.S. in all areas <br />potentially affected by the proposed project, as appropriate. This task will include a <br />determination of the type of permit (if any) that will be needed from the U.S. Army Corps <br />of Engineers (USACE). <br />c. Endangered Species Habitat Assessment, USFWS coordination: County and Federal <br />Threatened and Endangered Species list will be reviewed for the proposed project. <br />TPWD occurrence records will be searched in order to identify any known caves or karst <br />invertebrate species within the corridor. <br />d. Hazardous Materials: A search of TCEQ databases will be conducted. A Phase I <br />Environmental Site Assessment is not included in this Scope of Services, but can be <br />added under an additional scope and budget. CMEC staff will utilize ArcView 9.2 to <br />prepare graphics to illustrate existing environmental conditions and potential <br />consequences of this project. <br />e. Prepare and submit an Environmental Technical Memorandum documenting the results <br />of literature research and identifying potential permitting requirements. <br />Schedule <br />The following project milestones are estimated and may require modification pending preliminary <br />engineering results and construction timeframe constraints: <br />• 30% Plans (75 days) <br />• 60% Design Documents Submittal (60 days) <br />• 90% Design Documents Submittal (45 days) <br />• 100% Design Documents Submittal (14 days) <br />The estimated timeframes identified do not include time for City review of submittals. <br />City Responsibilities <br />1. The City will provide to KIMLEY -HORN all data in the City's possession relating to KIMLEY - <br />HORN's services on the Project. KIMLEY -HORN will reasonably rely upon the accuracy, <br />timeliness, and completeness of the information provided by the City. <br />2. The City will give prompt notice to KIMLEY -HORN whenever the City observes or becomes <br />aware of any development that affects the scope or timing of KIMLEY- HORN's services. <br />E; <br />
