ATTACHMENT A CITY OF SAN MARCOS CRYSTAL CLEAR CCN WATER LINE IMPROVEMENTS PROJECT SCOPE OF SERVICES 2. Preliminary Environmental Assessment: KIMLEY -HORN has retained CoxIMcLain Environmental Consulting to perform a preliminary environmental assessment, including the following services: a. Archeological: Conduct limited cultural resource investigations for the project area. Archival research will be performed in the electronic and mapping files of the Texas Historical Commission (THC) Atlas Sites database, the Texas Archeological Research Laboratory (TARL), and /or any other relevant archives for information on previously recorded sites and historic properties in the vicinity of the project's Area of Potential Effect (APE). b. Water Resources: Collect data on surface water streams and other existing water resources. The 100 -year flood plain, as delineated by FEMA, will be identified and the impacts of the proposed project will be assessed. Potential for impact to groundwater will be evaluated. Perform evaluations of wetlands and waters of the U.S. in all areas potentially affected by the proposed project, as appropriate. This task will include a determination of the type of permit (if any) that will be needed from the U.S. Army Corps of Engineers (USACE). c. Endangered Species Habitat Assessment, USFWS coordination: County and Federal Threatened and Endangered Species list will be reviewed for the proposed project. TPWD occurrence records will be searched in order to identify any known caves or karst invertebrate species within the corridor. d. Hazardous Materials: A search of TCEQ databases will be conducted. A Phase I Environmental Site Assessment is not included in this Scope of Services, but can be added under an additional scope and budget. CMEC staff will utilize ArcView 9.2 to prepare graphics to illustrate existing environmental conditions and potential consequences of this project. e. Prepare and submit an Environmental Technical Memorandum documenting the results of literature research and identifying potential permitting requirements. Schedule The following project milestones are estimated and may require modification pending preliminary engineering results and construction timeframe constraints: • 30% Plans (75 days) • 60% Design Documents Submittal (60 days) • 90% Design Documents Submittal (45 days) • 100% Design Documents Submittal (14 days) The estimated timeframes identified do not include time for City review of submittals. City Responsibilities 1. The City will provide to KIMLEY -HORN all data in the City's possession relating to KIMLEY - HORN's services on the Project. KIMLEY -HORN will reasonably rely upon the accuracy, timeliness, and completeness of the information provided by the City. 2. The City will give prompt notice to KIMLEY -HORN whenever the City observes or becomes aware of any development that affects the scope or timing of KIMLEY- HORN's services. E;
