Regular Meeting June 19, 2007 Page 12 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE ISSUANCE OF A CERTIFICATE OF PUBLIC CONVENIENCE AND <br />NECESSITY TO REYNALDO GALINDO, D /B /A HAYES TAXI, FOR THE PROVISION OF <br />TAXICAB SERVICES IN SAN MARCOS, AND DECLARING AN EFFECTIVE DATE. <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Narvaiz closed the public hearing. Mr. <br />Guerrero moved for adoption of the Resolution, and Mr. Jones seconded the <br />motion. Mr. Jones inquired to the number of taxis. Reynaldo Galindo stated <br />he would be starting with two and adding additional taxis as the City <br />expands. He stated they will mainly be catering to the Hotels, Conference <br />Centers, Outlets and the Senior Citizens. Mr. Jones stated he has some <br />concerns regarding the traffic in downtown during the University semesters. <br />Mr. Galindo stated he is willing to contract with the local bars to provide <br />rides to individuals who are unable to drive. Mr. Thomaides inquired to <br />how the fees to the airport will be based. Mr. Galindo stated he will <br />base his fees on the fair market and cost of time and gas. The Council <br />then voted unanimously for the adoption of the Resolution. <br />Mayor Narvaiz introduced the removal from the table and the consideration <br />of adoption of Resolution, the caption which was read as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS <br />CONDITIONALLY APPROVING THE DRAFT LEASE OF A TRACT OF LAND AND FUEL <br />STORAGE TANKS AT THE SAN MARCOS MUNICIPAL AIRPORT TO JFA, LLP <br />CONTINGENT UPON NECESSARY INFORMATION BEING OBTAINED; AND DECLARING AN <br />EFFECTIVE DATE. <br />Mr. Jones moved to remove the Resolution from the table, and Mr. Guerrero <br />seconded the motion, which passed unanimously. Mr. Guerrero moved for <br />adoption of the Resolution, and Mr. Jones seconded the motion, which passed <br />unanimously. <br />Mayor Narvaiz introduced for consideration approval to set date, time and <br />place of the Special Meeting with the Transportation Advisory Board. Mr. <br />Jones moved to approve a Workshop with the Transportation Advisory Board <br />for July 24, 2007 at 6:00 p.m. to be held in the City Hall Conference Room, <br />and Mr. Guerrero seconded the motion, which passed unanimously. <br />Mayor Narvaiz introduced a discussion and receive presentation regarding <br />Capital Improvements Program and direction to Staff. Mr. O'Leary stated <br />the Planning and Zoning Commission is here to provide their recommendation <br />regarding the CIP for the next budget year. He stated the Council will <br />have a discussion about this during the budget process. Fred Terry, Chair <br />of Planning and Zoning Commission, provided the copies of the CIP. He <br />reviewed the 2007 to 2017 Capital Improvements Program recommendation. He <br />stated the total of all projects provided by Staff is $78 million dollars. <br />
