<br />PROPOSED ITEMS FOR FY 89-90 BUDGET <br />I. Water Rates <br />A. Budget a minimum of $40,000 for a rate study to include the <br />following: <br /> 1. Allocation of cost of service to classes of customers. <br /> 2. Operating and capital financing/revenue requirements to <br />include: <br /> a. Operation and maintenance expenses <br /> b. Routine capital improvements <br /> c. Extensions and replacements <br /> d. Debt service on existing and anticipated bond issues. <br /> 3. Determine revenue requirements from classes of <br />customers. <br /> 4. Design a water rate schedule to recover revenue <br />requirements, recognizing the cost of service allocations, water <br />conservation objectives and other practical considerations. <br /> B.Develop a computer based financing and rate study model <br />which would enable the City to update studies of revenue <br />requirements and/or rate schedules on a periodic basis. The <br />updates could reflect changes in customer growth, revised <br />budgets, revised capital improvement program and usage <br />projections (conservation). <br /> COST: $15,000 <br /> C. Implement new water rates. <br />II. Outdoor Water Use <br /> A. Landscaping <br /> 1. Send water conservation staff person and staff member <br />from PARD to annual Texas Xeriscape Conference in Arlington <br /> 2. Have all staff involved with landscape maintenance <br />trained in Xeriscape practices. <br /> 3. Implement water-waste ordinance <br /> 4. Provide funding or in-kind services to help completion <br />of Xeriscape garden at Old Fish Hatchery building. <br /> 5. Actively promote EUWD programs in San Marcos (Xeriscape <br />contest, teaching/training, etc.). <br /> B. Car Washing <br /> 1. Amend building code to require new car wash businesses <br />to be recycling type. <br />III. New Cosntruction <br /> A. Change City Plumbing Code for new construction to <br />require: <br /> 1. Insulation of all water delivery pipes <br /> 2. Use of 1.6 gallon tank-type water closet <br /> 3. Use of 2.0 gpm shower heads <br /> 4. Use of flush valve urinals @ 1 gal/flush <br /> 5. Centralize location of the water heater in structure so <br />that it is an equal distance from all hot water using fixtures <br /> 6. Automatic shutoffs on all public showers and <br />lavatories. <br />
