<br />LONG TERM PLANNING STRATEGIES AND/OR CIP PR~ECTS <br />I.Water Rates <br /> A. Monitor the variables associated with water rates and <br />correct/adjust on annual basis utilizing financing and rate <br />study model. <br />II.Outdoor Water Use <br /> A. Car Washing <br /> 1. Provide incentives (tax relief?) for existing car <br />washes to retrofit for recylcing ... require changeover by 1995. <br /> B. landscaping <br /> 1. Install water-conserving landscaping and implement <br />conservation maintenance practices around City Hall and pther <br />public buildings. <br />III. New Construction <br /> A. Revise plumbing code to receive dual plumbing that allows <br />reuse of grey water for toilet flushing and landscape watering <br />(this may require consultation with the State Health <br />Department). <br /> B. Provide incentives for purchase of water-saving fixtures <br /> 1. $50-100 rebate on commodes that use 1.6 gallons or <br />less per flush (rebate should equal cost difference betwen <br />"standard" commode and low-flush model) <br />IV. Retrofitting Existing Structures <br /> A. Continue to annually distribute information on <br />retrofitting for water conservation <br /> B. Provide 2 gpm showerheads for apartments and other <br />multi-family complexes either free, at-cost or cost-plus. <br />v. leak Detection <br /> A. Repair leaks identified in EUWD Program <br /> B. Review data regarding unmet,red/unaccounted for water on <br />regular bas~s to determine possible need for additional <br />programs. <br /> C. Arrange to schedule leak detection on a routine basis. <br />VI. Water Reuse and Recycling <br />A. City Water Management Dept. identify and research potential <br />large quantity reuse projects. These feasible and desirable <br />projects will be included in the ClP program. Suggested examples <br />for investigation: <br /> 1. Pumping reclaimed wastewater into the Edwards Aquifer <br />recharge zone. See reference to City of Palm Springs, Cali f . <br />project p. VI-6 and case study on El Paso, Tex. project p. VI-5 <br />in Water Conservation Working Handbook published by the Edwards <br />Underground Water District, and pp. 5-16, 5-17, in the HCWDB <br />Water and Wastewater Study Draft, Oct. 1988. <br /> 2. Piping wastewater effluent to irrigate parks, golf <br />courses and other recreational areas. Hobbs New Mexico study <br />showed use of effluent to irrigate public facilities would save <br />one years water supply every 16 years. <br />
