Regular Meeting March 6, 2007 Page3 <br />Adoption of Ordinance on third and final reading: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS <br />AMENDING THE TRAFFIC REGISTER MAINTAINED UNDER SECTION 82.067 OF THE <br />SAN MARCOS CITY CODE BY AMENDING THE SPEED LIMIT OF MILL STREET; <br />INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br />Adoption of Resolutions: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS <br />ACCEPTING A FEMA FIREFIGHTER ASSISTANCE GRANT, APPROVING MATCHING <br />FUNDS, AND DECLARING AN EFFECTIVE DATE. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ADOPTING A REVISED HOUSING INFILL DEVELOPMENT INCENTIVES POLICY; AND <br />DECLARING AN EFFECTIVE DATE. <br />Mayor Narvaiz stated she is moving Item 28 up. Mayor Narvaiz introduced a <br />discussion regarding Wide -Lite, Inc. expansion and improvement project and <br />direction to Staff. Mr. O'Leary introduced Joe Murphy, CEO of Wide -Lite. <br />Mr. Murphy provided the Council with an update on the expansion and <br />improvement project. He stated he feels this is a great collaboration <br />between the City and Wide -Lite. He stated Wide -lite has been here since <br />1974 and they received a limited Tax Abatement. He stated Wide -Lite <br />received atax abatement for eight years starting in 2006, the building <br />expansion was completed in 2005. He stated they spent $1 million on <br />property and $15 million on improvements and went from 150 employees in 2004 <br />to 350 complete in 2006. He stated Wide -Lite will continue to grow in the <br />future and he feels they are a good corporate citizen. <br />Mayor Narvaiz stated she is moving Item 29 up. Mayor Narvaiz introduced <br />discussion regarding 2006 Community Survey Results and direction to Staff. <br />Mr. O'Leary stated the Annual community survey was conducted again by Dr. <br />Tajalli. He stated this survey is done through a random method to San <br />Marcos utility customers. Dr. Tajalli stated this is a complete report an <br />extra effort that it is in proper language without statistical jargon. He <br />stated he has done this survey for the last seven years. He stated this <br />survey gives citizens an opportunity to talk about the services they <br />receive. He also stated this report is available on the City website and <br />at the Library. Dr. Tajalli provided a brief description regarding the <br />differences in attitudes of races, homeowners vs. non homeowners. He <br />stated most residents are satisfied with the services they are receiving. <br />He encouraged the citizens to review this report. Mr. Thomaides stated he <br />reads this report every year. He feels this report is helpful to the City <br />and helps guide the Council on issues. He inquired to whether Dr. Tajalli <br />has compared this data to other communities that do a survey. Dr. Tajalli <br />stated a similar study is done for the City of Austin and their findings <br />
