Regular Meeting February 20, 2007 Page 10 <br />Mr. Guerrero moved to appoint Ian Skiles as the 2nd alternate. Mr. Thomaides <br />moved to appoint Scott Hutchinson as the 2nd alternate. On roll call the <br />following vote was recorded: <br />Skiles: Narvaiz, Guerrero and Jones. <br />Hutchins: Thomaides, Couch, Bose and Robertson. <br />Mayor Narvaiz introduced for consideration approval of an Ordinance on first <br />reading, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS <br />AMENDING THE TRAFFIC REGISTER MAINTAINED UNDER SECTION 82.067 OF <br />THE SAN MARCOS CITY CODE BY THE ADDITION OF TIME - RESTRICTED PARKING <br />ALONG THE 1400 BLOCK OF ALAMO AND COX STREETS, INCLUDING <br />PROCEDURAL PROVISIONS; ESTABLISHING A TOWAWAY ZONE; AND PROVIDING FOR <br />PENALTIES. <br />Mr. Guerrero moved for approval of the Ordinance on first reading, and Mr. <br />Thomaides seconded the motion. Mr. O'Leary stated that the Staff met with <br />the neighborhood residents and the consensus was 8:30 - 4:30 Monday- Friday <br />no parking. Mr. Jones inquired to whether the University was included in the <br />discussions. Sabas Avila, Assistant Engineering Director, stated that the <br />University was invited, and no one attended. Mr. Sabas stated there were <br />13 members of the neighborhood present. He stated there were three options <br />discussed. The first was installing for residents only signs. He stated <br />they felt this option would be hard to enforce and would be a burden on <br />residents to determine if a person is in violation of parking. The second <br />option was to create a residential permit parking zone. He stated the <br />residents felt this option would incur the cost of paying for parking <br />permits. He stated the third option was a tow away no parking zone. Ms. <br />Robertson inquired to whether the University has jurisdiction to help <br />enforce the law in these neighborhoods. Howard Williams, Police Chief, <br />stated the issue was not enforcement. The neighborhood did not want to pay <br />for parking permits because they feel that this is their street, their <br />neighborhood and they pay taxes. He also stated that there are problems <br />with the tags because they have to prove that the car belongs in the <br />neighborhood. He stated the Police Department needs the authority to move <br />cars. He also stated that the Police Department could put up no parking <br />signs anytime without Council approval and that no- parking signs are already <br />up. Mr. Guerrero inquired to whether this would create a problem with <br />parking then moving to the other part of the neighborhood. Mr. Avila stated <br />that there were a couple of problems with the parking moving to Ridgewood <br />Street. He stated only two vehicles can park at that end of the <br />neighborhood. He also stated Ridgewood is a short T at the end of Alamo an <br />that there is a park at that end. Mr. Avila stated the no- parking could be <br />implemented on a gradual basis, continue to monitor and then come back with <br />time restrictions on parking on Ridgewood. Mr. Dees stated he <br />
