He stated this Section does not <br />change the Council's ability to remove one of its Council Members. Mr. <br />Thomaides stated he prefers to remove this Section of the Ordinance. Mr. <br />Jones inquired as to the complaint filing process. Mr. Taylor stated <br />complaints would be filed in his office. Mr. Mihalkanin stated he feels <br />this Ordinance should be tabled to the next Regular Meeting scheduled for <br />January 17, 2006, so Council Members can provide amendments to Mr. Taylor <br />for the Council to consider. Mayor Narvaiz stated she feels the Ordinance <br />should be approved on first reading and any Council Members who have <br />amendments should provide them to Mr. Taylor before the next meeting. On <br />roll call for approval of the Ordinance on first reading, the following <br />vote was recorded: <br /> <br />AYE: Thomaides, Guerrero, Mihalkanin, Narvaiz, Diaz and Bose. <br /> <br />NAY: None. <br /> <br />ABSTAIN: Jones. <br /> <br />I <br /> <br />Mayor Narvaiz introduced a discussion regarding the status of Sunset Acres <br />Drainage Project. Laurie Anderson, Director of Engineering, stated in 1994 <br />the Drainage Master Plan evaluated the storm sewer and drainage system <br />throughout the City. She stated each area which did not have a system <br />capable of carrying a ten-year storm event was ranked based upon the <br />magnitude of the drainage deficiency and the cost associated with the <br />design and construction. She stated in 1999 the Drainage Utility was <br />established to fund the $25 million for project costs identified in the <br />Drainage Master Plan over a 40-year time period. The City's CIP has <br />identified drainage projects for funding, and the only time a project is <br />moved up in priority is when it is associated with a street or utility <br />construction in the same area. Currently the Sunset Acres Project is shown <br />in the C.I.P. for FY 2013-15 at a cost of $4.8 million. She stated in 1998 <br />the City completed the Sunset Acres Improvement project which replaced <br />water and wastewater mains and reconstructed streets on Patricia, Ebony, <br />Oakdale, Magnolia and the blocks of Candlelight, Lockwood and Parker north <br />of Broadway. The storm sewer system was cleaned and no other improvements <br />were made. In 1999 the City used CDBG funds to install a storm sewer line <br />on Parkdale and to clean the drainage channel behind Owen Goodnight School. <br />She stated this project was completed to address the drainage impacts of <br />development around the Central Texas Medical Center. She also stated City <br />Staff has completed several work orders to try to elevate drainage problems <br />in the vicinity of Del Sol and Peter Garza, which have included cleaning of <br />inlets and construction of a swale along Del Sol to intercept water and <br />prevent runoff flowing into the Sunset Acres neighborhood. Mr. Thomaides <br />inquired as to whether the field on the right side of Del Sol would be <br />developed, and if so, would the developer be required to install a <br /> <br />I <br />
