Ms. Anderson stated Public Works constructed a ditch for <br />drainage to flow to IH35/Del Sol, which cannot handle any more capacity. II <br />She stated if development occurs, the developer would be required to <br />construct a detention pond. Mr. Mihalkanin stated the Drainage Utility was <br />implemented to address drainage problems over a period of time, which was <br />phased in over three years. Mr. O'Leary stated the problems were created <br />when the State exempted the University from these fees by State Law. Mr. <br />O'Leary stated the Drainage Utility does not provide for maintenance, which <br />he feels needs to be addressed in the future. Mr. Thomaides stated he <br />feels there needs to be good drainage to have a great City. The Council <br />agreed by consensus to discuss the Drainage Utility during the Visioning <br />Workshop. <br /> <br />Mayor Narvaiz introduced a discussion regarding land reduction of Guadalupe <br />Street and LBJ Drive from 3 lanes to 2 lanes. Mayor Narvaiz stated a <br />citizen has signed up to speak on this item. 1) Kyle Maysel stated he is <br />the Chair of the Parking Advisory Board and the Treasurer of the Downtown <br />Association. He stated the Downtown Association has been discussing this <br />project for two years. He stated this project will provide additional <br />parking on Guadalupe and improve the parking and safety on LBJ. He stated <br />this project reduces the service quality level from a C to a D level, but <br />with the light synchronization, the level will increase and balance out. <br />Laurie Anderson, Director of Engineering, provided a powerpoint <br />presentation. She stated the Fire and Police Departments have some <br />concerns with the proposed changes. Jane Hughson, Chair of the <br />Transportation Advisory Board, stated the only concerns of the <br />Transportation Advisory Board were with the level of services. Mr. <br />Thomaides inquired as to whether this proposed project was included in the <br />Transportation Master Plan. Mr. Jones inquired whether citizens valued <br />safety or parking. Ms. Hughson stated she values safety, but feels parking <br />is important also. Mr. Guerrero thanked the Parking Advisory Board and <br />Transportation Advisory Board. Mr. Bose inquired where most of the <br />additional parking would be. Mr. Maysel stated most additional parking is <br />on Guadalupe in the vicinity of the Justice Center. Mr. Jones inquired as <br />to the number of accident reports on Guadalupe and LBJ. Mr. Maysel stated <br />he does not know the status. Mr. Thomaides stated he feels downtown needs <br />to be more pedestrian friendly. Ms. Anderson stated there is not enough <br />room for the additional parking and bike lanes. Mr. Guerrero stated he <br />would like to know about accidents regarding parking. Howard Williams, <br />Chief of Police, stated he can provide the numbers regarding accidents <br />involving vehicles. He stated he feels parking will help eliminate <br />accidents, but will not benefit pedestrian safety. Mr. Mihalkanin stated <br />he would like a timetable regarding the light synchronization and the <br />changing of the lanes. He stated he feels the downtown area should be <br />looked at as a destination instead of a drive through. The Council agreed <br />by consensus to bring the discussion to a future meeting with more <br /> <br />I <br /> <br />II <br />
