The Council adjourned into Executive <br />Session at 6:03 p.m. <br /> <br />Mayor Narvaiz announced the Council would reconvene at 6:59 p.m. <br /> <br />Mayor Narvaiz introduced for consideration adoption or direction to Staff <br />on matters discussed in Executive Session. Mr. O'Leary stated the Council <br />provided direction regarding property located in the IH35 area. He stated <br />the Council also provided direction regarding economic development <br />incentive in the North IH35 area. He stated the Council provided direction <br />regarding the hiring of a Municipal Court Judge. <br /> <br />Mayor Narvaiz lead the Pledge of Allegiance. <br /> <br />Mayor Narvaiz introduced the Citizen Comment Period. 1) Howard Smith stated <br />he has been a resident of San Marcos since 2002. He stated he is a home <br />owner and feels he is being harassed by Code Enforcement Officers. He <br />stated they stop by his home twice a day to video and record license <br />plates. 2) Ed Davis stated he feels San Marcos has an animal problem. He <br />provided the Council with a handout regarding a No Kill Conference in I <br />Austin, Texas on March 25-26, 2006. He encouraged the Council to attend. <br />3) Donna Bellion stated she is a member of the Animal Shelter Advisory <br />Board. She stated she spoke at Commissioners Court and now to the City <br />Council regarding stray animals and the sell of animals in parking lots. <br />She provided the Council with a handout from the Humane Society regarding <br />the TNR and a flyer from the Greaves. She stated the Greaves own a <br />miniature horse farm, which has been attacked by dogs. She stated the <br />Greaves have lost thousands of dollars because of these dogs. 4) Sherri <br />Bilson stated she wished to speak on Item 12, adoption of Ordinance on <br />third and final reading. She encouraged the Council to support this <br />Ordinance. She stated she also encouraged the Council to support Item 18, <br />an Annexation Ordinance. She also thanked Ken Bell for all his help with <br />the Code Enforcement. <br /> <br />Mayor Narvaiz introduced the Staff Report. Mr. O'Leary provided the <br />Council with the Annual Report. He stated the theme this year is Economic <br />Development. He stated the City will unveil the report on Thursday, March <br />23, 2006 at 10:00 a.m. <br /> <br />Mayor Narvaiz introduced the City Council Reports. 1) Mr. Bose thanked the <br />citizens of San Marcos for allowing him to attend the National League of <br />Cities Conference and meetings with our Representative and Senators in II <br />Washington, D.C. He stated he attended several meetings regarding roads and <br />structures and the additional requirements needed for funding. 2) Mr. Bose <br />
