The City Council, on the <br />basis that the total penalty points sustained by the determinations in Part <br />1 through Part 5 of this Resolution is six or more, the Council modifies <br />the decision of the Commission in the following respects, and Mr. Jones <br />seconded the motion. Mr. Thomaides moved to amend Part 6.1 to read. <br />Two consecutive weekends (defined as Thursday, Friday, and Saturday) of <br />suspension effective beginning on Thursday, April 13, 2006, and Mr. <br />Mihalkanin seconded the motion, which passed unanimously. Mr. Jones moved <br />to amend Part 6.2 to read. . At least one (1) camera to be installed in <br />the parking lot. The camera should be able to record patrons entering the <br />bar by cutting through the yards behind the bar, and Mr. Guerrero seconded <br />the motion. Mr. Jones withdrew his motion and Mr. Guerrero withdrew his <br />second, so Mr. Taylor could provide wording. Mr. Mihalkanin moved to amend <br />Part 6. 3 to read. . Monitors displaying the camera output should be <br />posted in a way that they are visible both to management and to patrons. <br />The purpose of this is to let patrons see for themselves that the <br />observation is underway, and Mr. Guerrero seconded the motion, which passed <br />unanimously. Mr. Mihalkanin moved to amend Part 6. 4 to read. . Management <br />should initiate reasonable ongoing training of employees to address the <br />kinds of problem behaviors identified during the public hearing. Training <br />to be approved by City Staff, and Mr. Guerrero seconded the motion, which <br />passed unanimously. Mr. Thomaides moved to amend Part 6. 5 to read. <br />Uniformed Peace Officers to be hired to work for six months every Friday <br />and Saturday night from 8:00 p.m. to closing to provide security in the <br />parking lot, and Mr. Guerrero seconded the motion, which passed <br />unanimously. Mr. Mihalkanin moved to amend Part 6. 6 to read. .Applicant <br />to return to the Planning and Zoning Commission at the end of six months to <br />report on the effectiveness of the measures which have been implemented, <br />and Mr. Guerrero seconded the motion, which passed unanimously (Mr. <br />Thomaides was not present during this vote). Mr. Guerrero moved to amend <br />Part 6. 7 to read. . If an additional six points are accrued within the <br />next six months, the Planning and Zoning Commission will conduct another <br />public hearing to consider the status of the conditional use permit, and <br />Mr. Bose seconded the motion.
