<br />3 . <br /> <br />Regular Meeting <br /> <br />April 18, 2006 <br /> <br />Page 3 <br /> <br />prospect that the City seeks to have locate, stay or expand in or near the <br />I City and with which the City is conducting economic development <br />negotiations, or to deliberate the offer of a financial or other incentive <br />to such a business prospect (South IH35 at McCarty area). The Council <br />adjourned into Executive Session at 6:38 p.m. <br /> <br />Mayor Narvaiz announced the Council would reconvene at 7:00 p.m. (See Page <br />9 for continuation of Executive Session) . <br /> <br />Mayor Narvaiz introduced for consideration adoption or direction to Staff <br />on matters discussed in Executive Session. Mr. O'Leary stated the Council <br />provided direction regarding how to proceed with property negotiations in <br />the West San Antonio Street area and in the IH35 area. <br /> <br />Mayor Narvaiz introduced the high school decathlon students to lead the <br />Pledge of Allegiance. <br /> <br />Mayor Narvaiz introduced the Citizen Comment Period. 1) Steve Bibby stated <br />he feels the cost of the quiet zones, which was provided by a Council <br />Member, was inaccurate and high. 2) John Husemann stated he lives on <br />Marlton Street. He stated the construction taking place on Marlton Street <br />is disrupting the trash and recycling services. He also said it is <br />disrupting the quality of life for all the residents in this area. 3) <br />I Jeanette Hernandez stated she is the President of the China Care Club at <br />Texas State University. She stated it is the goal of the club to raise <br />money and awareness for children in Chinese orphanages. She asked the <br />community for their support. <br /> <br />Mayor Narvaiz introduced the Staff Report. 1) Mr. O'Leary provided the <br />Council with an update on Rio Vista Dam project. He stated the project lS <br />still on schedule and there will be substantial changes beginning this <br />week. 2) Mr. O'Leary stated Mr. Bibby spoke during the citizen comment <br />period regarding concerns with his street. He stated if Mr. Bibby will <br />contact his office, he will be happy to address his concerns. 3) Mr. <br />O'Leary stated a company was commissioned to look at quiet zone <br />alternatives for San Marcos. He stated he will be bringing a more <br />economical option to the Council in the next several weeks. <br /> <br />I <br /> <br />Mayor Narvaiz introduced the City Council Reports. 1) Mr. Thomaides stated <br />he attended the Commuter Rail meeting. He stated San Marcos is included in <br />the direction for the current rail line options. 2) Mr. Thomaides thanked <br />Will Garring, Texas State Student Planning organization, for allowing him <br />the opportunity to speak to the Student Planners regarding the Commuter <br />Rail District. 3) Mr. Jones thanked Mayor Narvaiz for honoring the high <br />school decathlon students earlier tonight in the City Council Meeting. 4) <br />Mayor Narvaiz stated the SM Manufacturer's Association is celebrating their <br />25-year anniversary on May 31, 2006. 5) Mayor Narvaiz stated on April 7, <br />
