<br />Regular Meeting <br /> <br />November 6, 2006 <br /> <br />Page 4 <br /> <br />FACILITIES PROJECT ON CLOVIS BARKER DRIVE; AUTHORIZING THE CITY <br />MANAGER TO EXECUTE THE AGREEMENT; AND DECLARING AN EFFECTIVE DATE. <br /> <br />I <br /> <br />Mayor Narvaiz introduced receive presentation and hold discussion on the <br />Rancho Vista Subdivision near Redwood regarding wastewater infrastructure. <br />Mayor Narvaiz stated citizens have signed up to speak on this agenda item. <br />1) Marisa Ybarra stated she is a second year law student at the University <br />of Texas. She stated Redwood Vista Subdivision is a client. 2) Sean <br />O'Brien stated he is also a law student at the University of Texas. He <br />provided a powerpoint regarding the options of the wastewater <br />infrastructure at Redwood Vista Subdivision. He stated they will be <br />meeting with Commissioners Court. 3) Rosa Martinez thanked the Council for <br />allowing her to speak. She also thanked Mr. Bose for his concerns of this <br />area. She stated she has contacted Guadalupe County, but they have not <br />received any help. She encouraged the Council to help. 4) Manuel Vielma <br />stated he had to raise his home 6" after being flooded with sewer water. <br />He stated he works for the City and would be happy to help with the <br />program. 5) Marisa Ybarra stated she is willing to help with this project <br />and the community in anyway she can. She stated they are not asking for <br />funding, they just want to be able to hook up to the water/wastewater line. <br />Mr. O'Leary stated the law students and their professor have been assisting <br />the residents of Rancho Vista subdivision near Redwood. Rancho Vista is a <br />subdivision developed outside the regulatory authority of the City of San <br />Marcos and is now facing infrastructure failures. He stated this group <br />would like to ascertain after the presentation whether or not the City <br />would even consider being a part of the solution for this area. Mayor <br />Narvaiz inquired the next step. Mr. O'Leary stated there would need to be <br />allot of research of property owners, grant funding, and to continue to <br />review the City infrastructure. Mr. Bose stated he would like to hold a <br />Workshop regarding water/wastewater and seeing how the City could help this <br />area. Mr. Diaz inquired as to whether the City would need to annex this <br />area. Mr. O'Leary stated there is not a legal obligation to annex this <br />area, but normally the City requires annexation. Mr. Guerrero inquired to <br />the number of residents wanting to be annexed. He also stated he feels the <br />Council should hold a Workshop when all the research is completed. <br /> <br />I <br /> <br />Mayor Narvaiz introduced for consideration Item 14, removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING AN AGREEMENT BETWEEN THE CITY, UNION PACIFIC RAILROAD AND <br />CARMA BLANCO VISTA, LTD. FOR THE CONSTRUCTION OF THE YARRINGTON ROAD <br />RAILROAD OVERPASS; AUTHORIZING THE CITY MANAGER TO EXECUTE THE <br />AGREEMENT ON BEHALF OF THE CITY, AND DECLARING AN EFFECTIVE DATE. <br /> <br />I <br /> <br />Mr. Mihalkanin moved for adoption of the Resolution, and Mr. Guerrero <br />seconded the motion. Mr. Bose inquired to whether this road improvement <br />will be part of the future extension. Mr. O'Leary stated this improvement <br />
