The Council adjourned into Executive <br />Session at 6:07 p.m. <br /> <br />Mayor Narvaiz announced the Council would reconvene at 6:55 p.m. (See Page <br />8 for continuation of Executive Session) . <br /> <br />Mayor Narvaiz introduced for consideration adoption or direction to Staff <br />on matters discussed in Executive Session. Mr. O'Leary stated the Council <br />received an update regarding economic development negotiation in the <br />IH35/McCarty area. He stated the Council also discussed the duties of the <br />City Council and provided direction. <br /> <br />Mayor Narvaiz lead the Pledge of Allegiance. <br /> <br />Mayor Narvaiz introduced the Citizen Comment Period. 1) Mr. Davis thanked <br />the Council for helping with the Hughson Heights diverters and the other <br />traffic problems. He stated he wished to speak regarding the homeless in <br />San Marcos. He encouraged the Council to help the homeless. He stated the <br />Community Action Center will only provide help if the homeless have <br />children. <br /> <br />Mayor Narvaiz introduced the Staff Report. 1) Mr. O'Leary stated Staff I <br />will be meeting with Texas Department of Transportation regarding the <br />widening of Ranch Road 12. Mr. O'Leary stated Staff has discussed making <br />two diverters permanent and keeping the diverter at Hughson Heights as a <br />temporary until Staff has done traffic counts. He stated Staff will be <br />doing traffic counts with and without the diverter at Hughson Heights, and <br />bring back the counts to the City Council. 3) Mr. O'Leary stated Staff is <br />researching how other university Municipalities handle neighborhood parking <br />issues. 4) Mr. O'Leary stated Staff has been informed that the current <br />Congress will not finish the Budget, which means all earmarked funding will <br />go away. He stated Staff will have to begin the process again for the $4.5 <br />million grant for the Airport. <br /> <br />Mayor Narvaiz introduced the City Council Reports. 1) Mr. Jones <br />congratulated the San Marcos Rattlers on their win against McAllen. 2) Mr. <br />Jones encouraged the citizen of San Marcos to attend the playoff game where <br />the Rattlers will play McArthur. He stated the game will be at 7:30 p.m. <br />on Friday, December 8, 2006, at the Bobcat Stadium. 3) Mr. Jones stated his <br />Council office hours will be changing. He asked the citizens to call him <br />to find out the new hours. 4) Ms. Robertson apologized for not being at the <br />last Council Meeting. She stated she had a death in her family. She <br />thanked everyone for their phone calls. 5) Mr. Guerrero stated he attendedl <br />the Meals on Wheels luncheon today on behalf of the Mayor. He stated this <br />is a great program and he encouraged citizens to volunteer. 6) Mr. <br />Guerrero encouraged the citizens to attend the Grand Opening at LBJ on <br />
