JUSTIFICATION: During the last year the Leqislature made two different changes in the spring election date. Rather than attempt to anticipate what actions the legislature may take in the future, the Charter Review Commission believes that a specific date should not be designated in the Charter but, rather, a reference to the uniform election dates should be included as recommended. 12. Sec. 7.06, Powers and duties of the planning commission, should amended by adding a ne~ subsection (8) as follows: be "(8) Provide individual notice to all citizens who may be affected by any proposed subdivision of land which is considered by the commission. The commission, in its sole discretion, shall determine who shall receive notices in each case". JUSTIFICATION: At present, there is no notice provision for subdivision platting. This change will afford property owners an opportunity to become involved with the planning commission's decision-making. 13. Sec. 7.09, Powers and duties of the City Council, is a new section recommended by the Charter Review Commission as follows: "The City Council shall review all plans for plattinq and subdividing of land within the City and within adjacent areas as permitted by law," JUSTIFICATION: The Charter Review Commission believes that the citizens should be allowed to vote on the proposition concerning City Council approval of subdivision plats. Such approval would take place after approval of the plat by the Planning Commission, according to State law.
