<br />135 <br /> <br />Regular Meeting <br /> <br />February 22, 1988 <br /> <br />Page 7 <br /> <br />Ms. Kissler moved for adoption of the Resolution and Mayor Younger <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Younger introduced for consideration adoption of a Resolution, <br />the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS PRESCRIBING FEES FOR PUBLIC RIGHT-OF- <br />WAY CONSTRUCTION PERMITS ISSUED PURSUANT TO APPENDIX <br />I, PUBLIC RIGHT-OF-WAY CONSTRUCTION ORDINANCE, AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Brown moved for adoption of the Resolution and Ms. Kissler se- <br />conded the motion. Mayor Younger moved to amend Part 1. for the <br />fee to be $25.00 for up to the first ten working days from the start <br />of the use of the public right-of-way and $1.00 per day for each <br />day after the first ten days, and Mr. Guerra seconded the motion, <br />which passed unanimously. The Council then voted unanimously for <br />adoption of the Resolution. <br /> <br />Mayor Younger introduced for consideration adoption of a Resolution, <br />the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, APPROVING AND ADOPTING A DEFERRED COM- <br />PENSATION PLAN; AUTHORIZING ADMINISTRATION OF SAID <br />PLAN BY ICMA RETIREMENT CORPORATION AS TRUSTEE; AP- <br />POINTING THE CITY MANAGER TO SERVE AS COORDINATOR <br />FOR SAID PLAN; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Guerra moved for adoption of the Resolution and Ms. Kissler se- <br />conded the motion. Mayor Younger stated the employees need to be <br />advised of their risks in this plan by the Personnel Director. Joyce <br />Collazo of ICMA stated the risks are in writing, and that the employer <br />owns the funds if the City defaults to creditors and that the mutual <br />funds earnings are not guaranteed. She stated the plan offers a tax <br />shelter up to 25% additional to other plans. The Council voted unani- <br />mously for adoption of the Resolution. <br /> <br />Mayor Younger introduced for consideration adoption of a Resolution, <br />the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, RATIFYING THE EXECUTION BY THE CITY <br />MANAGER OF AN AGREEMENT BETWEEN SAID CITY AND THE <br />CHAMBER OF COMMERCE FOR THE CONDUCT OF A CARNIVAL <br />ON CITY PARKLAND, AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Guerra moved for adoption of the Resolution and Mr. Hernandez <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Younger introduced for consideration reconsideration of a Resolu- <br />tion, the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, APPROVING AMENDMENT NO.2 TO THAT <br />CONTRACT FOR ARCHITECTURAL SERVICES WITH CHARLES <br />WILLIS & ASSOCIATES APPROVED BY SAID COUNCIL ON <br />DECEMBER 16, 1987, PERTAINING TO THE SAN MARCOS <br />MUNICIPAL AIRPORT BUILDING, AUTHORIZING THE MAYOR <br />OF SAID CITY TO EXECUTE SAID AMENDMENT AND DECLAR- <br />ING AN EFFECTIVE DATE. <br />
