City Council Meeting Minutes November 5, 2014 <br />2. Consider adoption or direction to Staff on matters discussed in Executive Session. <br />The Council reconvened into Regular Session at approximately 5:56 p.m. The Council provided <br />direction to Staff to bring back more information about the possible acquisition of land along the <br />San Marcos River to the next meeting. <br />PRESENTATIONS <br />3. Receive a presentation from the Cemetery Commission regarding Cemetery Fees, <br />and provide direction to Staff. <br />Mary Williams, Chair of the Cemetery Commission, provided the Council with a presentation <br />regarding their recommendation of increasing the cemetery fees. Following discussion, the <br />Council directed Staff to bring back a future discussion item regarding curbing, fees and the <br />future expansion of the cemetery. <br />4. Receive a presentation from the Greater San Marcos Partnership regarding their <br />Economic Development Strategy Study Update, and provide direction to Staff. <br />Adriana Cruz, President of the Greater San Marcos Partnership, provided the Council with a <br />presentation of their Economic Development Strategy Study. <br />6:00 PM <br />III. Invocation <br />The assembly recognized a moment of silence. <br />IV. Pledges Of Allegiance - United States And Texas <br />Prentice Sanders, 4th grader and Marke'I Sanders, 5th grader, from Hernandez Elementary led <br />the assembly in the pledges of allegiance. <br />V. 30 Minute Citizen Comment Period <br />Kathy Morris, addressed the Council #19 about the drought management plan workshop. She <br />asked that we use the title water use and drought management plan because that's what it is. <br />She asked the Council to consider once a week watering. She thinks once week with realistic <br />time frames will be important. This isn't just about cleaning things, this is about allowing the <br />working man or woman to water their lawns. There may come a time when we have no aquifer <br />and we must hold our water rights so she asked that the Council revamp our leasing policy and <br />to plan as if we will not have this resource. <br />Terry Norris, addressed the Council about concerns on Mill St. He spoke about the high speeds <br />that he witnesses. 85 % of south bound traffic exceeded the speed limit and he is working to <br />gain the signatures needed to establish speed humps in this area to slow the cars down. He has <br />collected 24 signatures up to this point. In the future other people will be presenting this <br />concept this to the Council and he asked the Council to please consider this request and the <br />installation of these speed humps. <br />Ed Theriot, addressed the Council about the avoidance of the issue being pulled for Item V. He <br />stated that the commitment to keep as open space has been recorded with the county and they <br />have applied for general commercial zoning with City Staff. He stated that high intensity is <br />consistent for the surrounding adjacent properties. Because of its high value for commercial <br />City of San Marcos Page 2 <br />
