47 Regular Meeting September 12, 1988 Page 5 Rick Skiles expressed a need for separate departments to be headed by a Fire Chief and a Police Chief, and not a combined head over these departments. Mr. Guerra stated the Council should look at returning to the system of separate Chiefs of Fire and Police who would report to the City Manager. Mayor Morris stated she wants to have strong Chiefs, and that the Director of Public Safety needs to be in place for the cross training discussed during the budget. Mr. Gilley stated there are some details to be worked out regarding assignment pay for cross-trained employees, as they must be paid from the department in which they work. Richard Houser advised the Council there are two firefighters and two police officers who are participating in the cross training. Mayor Morris requested Staff present more options for the Council to consider, and Mr. Brown requested a thorough evaluation and assessment of this program and wants the Council to be briefed before further consideration of this Ordinance. The Council voted unanimously for approval of the Ordinance on second reading. Mayor Morris introduced for consideration adoption of an Ordinance on third and final reading (erroneously listed on the Council agenda as a second reading), the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 33, WRECKERS, OF THE CODE OF ORDINANCES OF SAID CITY DELETING ALL REFERENCE TO SAN MARCOS DEPARTMENT OF PUBLIC SAFETY AND IN ITS PLACE SUBSTITUTING SAN MARCOS POLICE DEPARTMENT; ADDING SECTION 33-2 REQUIRING CERTIFICATION OF REGISTRATION; RENUMBERING THE REMAINING SECTIONS OF SAID CHAPTER; AMENDING NEW SECTION 33-4 TO ESTABLISH TWO ROTATION FILES BASED ON WRECKER CAPACITY; MODIFYING PROVISIONS IN NEW SECTION 33-6 PERTAINING TO THE ROTATION LOG ON WRECKER AVAILABILITY; AMENDING NEW SECTION 33-7 PERTAINING TO THE EQUIPPING OF WRECKERS; AMENDING NEW SECTION 33-9 TO RAISE TOW FEES AND STORAGE FEES, AND ESTABLISH A FEE FOR WAITING TIME AND EXCEPTIONAL LABOR; ADDING NEW SECTION 33-10 ESTABLISHING AN ADMINISTRATIVE FEE; RENUMBERING SECTION 33-10 AND 33-11 AND RENUMBERING SUBSEQUENT SECTIONS; AMENDING NEW SECTION 33-11(a) TO INCREASE THE REQUIRED MINIMUM INSURANCE FOR COMBINED SINGLE LIMIT COVERAGE, FOR CARGO INSURANCE AND THE AMOUNT OF SURETY BOND; CLARIFYING LANGUAGE IN NEW SECTION 33-11(c) REGARDING ANY COMPLAINT ABOUT A COMMERCIAL TOWING AND WRECKER SERVICE; AMENDING NEW SECTION 33-12 TO ESTABLISH BUSINESS HOURS FOR RELEASE OF IMPOUNDED VEHICLES AND A FEE FOR AFTER-HOUR RELEASE; AND ADDING PROVISIONS FOR POLICE DEPARTMENT INSPECTION OF IMPOUNDED VEHICLES; AND DECLARING AN EFFECTIVE DATE. Mr. Hernandez moved for adoption of the Ordinance on third and final reading and Mr. Moore seconded the motion. Mayor Morris moved to amend the Ordinance in the caption to add the following language in the sixteenth line: "ADDING NEW SECTION 33-10 ESTABLISHING AN ADMINISTRATIVE FEE; RENUMBERINTG SECTION 33-10 TO 33-11 AND RENUMBERING SUBSEQUENT SECTIONS," adding the following sentence to the end of Section 33-9. Fees. (6): "If inside storage is requested by the Police Department, the City shall pay the difference between the regular storage and inside storage fee," and adding the following language to Section 33-10: "Administrative Fee. In addition to the charges provided in Sec. 33-9, each wrecker service shall charge and collect $5.00 for each tow performed under this Chapter. Such amounts collected shall be paid to the City on the 10th of each month for all such collections made during the preceding month," and Mr. Brown seconded the motion, which passed unanimously (Mr. Moore not present to vote on this amendment).
