Hayor Morris introduced for consideration three appointments to the Tourist Development Council. Mr. Plummer moved to appoint Kenny Norris, and Mayor Morris moved to reappoint Fred Guerra, Mayor Pro-Tern, and reappoint Kelley Franks as the City's representative from the Arts Community. On roll call the following vote was recorded: Aye: Moore, Hernandez, Brown, Morris, Kissler, Plummer. None. Guerra. Nay: Abstain: Mayor Morris introduced for consideration approval of one appointment to the Commission for Minorities. No names were submitted, and this appointment will be rescheduled at a future meeting. Mr. Moore stated he was interested in nominating a disabled person to this Commission. Mayor Morris introduced for consideration approval of one appointment of a lay representative to the Central Texas Library System. Ms. Kissler moved to appoint Betsy Robertson and Mr. Guerra seconded the motion, which passed unanimously. Mayor Morris introduced for consideration confirmation of the City Manager's appointment to the Civil Service Commission. Mr. Moore moved to confirm Mr. Gilley's reappointment of Susan Day to the Commission and Mr. Plummer seconded the motion, which passed unanimously. Mr. Guerra introduced for consideration a public hearing on an Annexation Ordinance, the caption which was read as follows (Mayor Morris left the Council Chambers during the public hearing due to a potential conflict of interest): AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ANNEXING TO SAID CITY A TRACT OF LAND CONTAINING 196 ACRES, MORE OR LESS, SITUATED ON THE SOUTHEAST SIDE OF RIVER ROAD BETWEEN HIGHWAY 80 AND SAN MARCOS RIVER IN HAYS COUNTY, TEXAS, SAID LAND BEING LOCATED WITHIN THE EXTRATERRITORIAL JURISDICTION OF SAID CITY AND LYING ADJACENT TO PRESENT CITY BOUNDARIES; APPROVING A SERVICE PLAN FOR SAID TRACT; EXTENDING THE BOUNDARY LIMITS OF SAID CITY SO AS TO INCLUDE SAID TRACT; GRANTING TO THE INHABITANTS OF SAID TRACT ALL THE RIGHTS AND PRIVILEGES OF OTHER CITIZENS OF SAID CITY; BINDING SAID INHABITANTS BY ALL OF THE ACTS AND ORDINANCES, RULES AND REGULATIONS OF SAID CITY; AND DECLARING AN EFFECTIVE DATE. Mr. Guerra opened the public hearing and asked if anyone wished to speak for or against the annexation. No one did, so Mr. Guerra closed the public hearing. P. HOPKINS ADDITION TO THE CITY OF SAN MARCOS, HAYS COUNTY, TEXAS, AS RECORDED IN VOLUME 5, PAGE 70 OF THE HAYS COUNTY PLAT RECORDS, HAYS COUNTY, TEXAS, LOCATED AT 321 S. L.B.J. DRIVE, FROM "I" (INDUSTRIAL DISTRICT) TO "C" (COMMERCIAL DISTRICT); AND DECLARING AN EFFECTIVE DATE.
