<br />97 <br /> <br />Eegular Meeting <br /> <br />October 10, 1988 <br /> <br />Page 2 <br /> <br />Ms. Newsom and Ms. Keller were both reappointed to the Zoning <br />Commission. <br /> <br />Hayor Morris introduced for consideration three appointments to <br />the Tourist Development Council. Mr. Plummer moved to appoint <br />Kenny Norris, and Mayor Morris moved to reappoint Fred Guerra, <br />Mayor Pro-Tern, and reappoint Kelley Franks as the City's <br />representative from the Arts Community. On roll call the <br />following vote was recorded: <br /> <br />Aye: <br /> <br />Moore, Hernandez, Brown, Morris, Kissler, <br />Plummer. <br />None. <br />Guerra. <br /> <br />Nay: <br />Abstain: <br /> <br />Mayor Morris introduced for consideration approval of one <br />appointment to the Commission for Minorities. No names were <br />submitted, and this appointment will be rescheduled at a future <br />meeting. Mr. Moore stated he was interested in nominating a <br />disabled person to this Commission. <br /> <br />Mayor Morris introduced for consideration approval of one <br />appointment of a lay representative to the Central Texas Library <br />System. Ms. Kissler moved to appoint Betsy Robertson and Mr. <br />Guerra seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration confirmation of the <br />City Manager's appointment to the Civil Service Commission. Mr. <br />Moore moved to confirm Mr. Gilley's reappointment of Susan Day to <br />the Commission and Mr. Plummer seconded the motion, which passed <br />unanimously. <br /> <br />Mr. Guerra introduced for consideration a public hearing on an <br />Annexation Ordinance, the caption which was read as follows <br />(Mayor Morris left the Council Chambers during the public hearing <br />due to a potential conflict of interest): <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, ANNEXING TO SAID CITY A TRACT OF LAND CONTAINING 196 <br />ACRES, MORE OR LESS, SITUATED ON THE SOUTHEAST SIDE OF RIVER <br />ROAD BETWEEN HIGHWAY 80 AND SAN MARCOS RIVER IN HAYS COUNTY, <br />TEXAS, SAID LAND BEING LOCATED WITHIN THE EXTRATERRITORIAL <br />JURISDICTION OF SAID CITY AND LYING ADJACENT TO PRESENT CITY <br />BOUNDARIES; APPROVING A SERVICE PLAN FOR SAID TRACT; <br />EXTENDING THE BOUNDARY LIMITS OF SAID CITY SO AS TO INCLUDE <br />SAID TRACT; GRANTING TO THE INHABITANTS OF SAID TRACT ALL <br />THE RIGHTS AND PRIVILEGES OF OTHER CITIZENS OF SAID CITY; <br />BINDING SAID INHABITANTS BY ALL OF THE ACTS AND ORDINANCES, <br />RULES AND REGULATIONS OF SAID CITY; AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />Mr. Guerra opened the public hearing and asked if anyone wished <br />to speak for or against the annexation. No one did, so Mr. <br />Guerra closed the public hearing. <br /> <br />Mayor Morris introduced for consideration a public hearing and <br />adoption of a Zoning Ordinance, the caption which was read as <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES <br />AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES <br />AND LAND, DATED JUNE 13, 1984 (VOL. 66) BY ZONING BLOCK 1, <br />LOT 11A OF A REPLAT OF A PORTION OF LOTS 11 AND 12, BLOCK <br />ONE, D. P. HOPKINS ADDITION TO THE CITY OF SAN MARCOS, HAYS <br />COUNTY, TEXAS, AS RECORDED IN VOLUME 5, PAGE 70 OF THE HAYS <br />COUNTY PLAT RECORDS, HAYS COUNTY, TEXAS, LOCATED AT 321 S. <br />L.B.J. DRIVE, FROM "I" (INDUSTRIAL DISTRICT) TO "C" <br />(COMMERCIAL DISTRICT); AND DECLARING AN EFFECTIVE DATE. <br />
