City Council Meeting Minutes December 16, 2014 requested that the Council support this initiative by adding it into their 2015 legislative priorities. Terry Norris, San Marcos, addressed the Council regarding Item # 17 on the installation of speed cushions on Mill Street and asked for their support in passing this ordinance for the installation. CONSENT AGENDA A motion was made by Council Member Prewitt, seconded by Council Member Thomason, to approve the Consent Agenda with the exception of item #5 which was pulled to be considered separately. The motion carried by the following vote: For: 7 - Mayor Guerrero, Council Member Thomaides, Council Member Thomason, Deputy Mayor Pro Tern Scott, Mayor Pro -Tem Prather, Council Member Prewitt and Council Member Hughson Against: 0 3. Consider approval of the December 2, 2014, Regular Meeting Minutes 4. Consider approval of Resolution 2014 -163R approving an agreement for the sale of treated water to Crystal Clear Special Utility District to serve customers impacted by the SH123 at Wonder World Drive Water /Wastewater Relocation Project; authorizing the City Manager to execute this agreement on behalf of the City; and declaring an effective date. 5. Consider approval of Resolution 2014 -164R approving an amended annual State Use Contract between the City and Goodwill Temporary Services, Inc. through the Texas Industries for the Blind and Handicapped, Inc. for the provision of janitorial services for the City of San Marcos in the estimated annual amount of $379,919.87; authorizing the City Manager or his designee to execute this amended contract on behalf of the City; and declaring an effective date. A motion was made by Council Member Prewitt, seconded by Council Member Thomaides, to amend the agreement by stating that 60% of Goodwill's employees must live in San Marcos. The motion carried by the following vote: For: 7 - Mayor Guerrero, Council Member Thomaides, Council Member Thomason, Deputy Mayor Pro Tern Scott, Mayor Pro -Tem Prather, Council Member Prewitt and Council Member Hughson Against: 0 A motion was made by Council Member Thomason, seconded by Council Member Prewitt, to approve Resolution 2014 -164R, as amended. Council also provided direction for Staff to review and provide a summary to Council every 3 months of the service being provided.
