City Council Meeting Minutes December 16, 2014 <br />requested that the Council support this initiative by adding it into their 2015 legislative priorities. <br />Terry Norris, San Marcos, addressed the Council regarding Item # 17 on the installation of speed <br />cushions on Mill Street and asked for their support in passing this ordinance for the installation. <br />CONSENT AGENDA <br />A motion was made by Council Member Prewitt, seconded by Council Member Thomason, to <br />approve the Consent Agenda with the exception of item #5 which was pulled to be considered <br />separately. The motion carried by the following vote: <br />For: 7 - Mayor Guerrero, Council Member Thomaides, Council Member Thomason, <br />Deputy Mayor Pro Tern Scott, Mayor Pro -Tem Prather, Council Member Prewitt <br />and Council Member Hughson <br />Against: 0 <br />3. Consider approval of the December 2, 2014, Regular Meeting Minutes <br />4. Consider approval of Resolution 2014 -163R approving an agreement for the sale of <br />treated water to Crystal Clear Special Utility District to serve customers impacted by <br />the SH123 at Wonder World Drive Water /Wastewater Relocation Project; authorizing <br />the City Manager to execute this agreement on behalf of the City; and declaring an <br />effective date. <br />5. Consider approval of Resolution 2014 -164R approving an amended annual State Use <br />Contract between the City and Goodwill Temporary Services, Inc. through the Texas <br />Industries for the Blind and Handicapped, Inc. for the provision of janitorial services for <br />the City of San Marcos in the estimated annual amount of $379,919.87; authorizing <br />the City Manager or his designee to execute this amended contract on behalf of the <br />City; and declaring an effective date. <br />A motion was made by Council Member Prewitt, seconded by Council Member Thomaides, to <br />amend the agreement by stating that 60% of Goodwill's employees must live in San Marcos. The <br />motion carried by the following vote: <br />For: 7 - Mayor Guerrero, Council Member Thomaides, Council Member Thomason, <br />Deputy Mayor Pro Tern Scott, Mayor Pro -Tem Prather, Council Member Prewitt <br />and Council Member Hughson <br />Against: 0 <br />A motion was made by Council Member Thomason, seconded by Council Member Prewitt, to <br />approve Resolution 2014 -164R, as amended. Council also provided direction for Staff to review <br />and provide a summary to Council every 3 months of the service being provided. The motion <br />carried by the following vote: <br />For: 5 - Mayor Guerrero, Council Member Thomaides, Council Member Thomason, Mayor <br />Pro -Tem Prather and Council Member Prewitt <br />Against: 2 - Deputy Mayor Pro Tern Scott and Council Member Hughson <br />6. Consider <br />approval of <br />Resolution 2014 -165R approving the purchase of a <br />Bucket <br />Truck for <br />the Public <br />Services Department- Electric Utilities Division from <br />Altec <br />Industries, <br />Inc. through <br />the Texas Comptroller of Public Account's Texas <br />Multiple <br />City of San Marcos Page 2 <br />
