San Marcos Electric Utility (SMEU) Improvements— FNI will coordinate SMEU requirements with the <br />roadway reconstruction design and drainage improvements. The coordination will include a 30 <br />percent design level of the street lighting and possible pedestrian scale lighting. <br />A. Conduct one (1) coordination meetings with SMEU to discuss proposed roadway improvements <br />and realignment of utilities. <br />(1) Determine if Hopkins is a corridor for feeding downtown and if any capacity upgrades are <br />planned. <br />(2) Discuss potential size of feeds. <br />(3) Discuss location of electric utilities, vaults, transformers and underground duct bank <br />requirements. <br />10. Environmental Services — As part of the schematic design and drainage study, FNI will perform <br />investigations for the purpose of identify potential state or federal regulatory issues that will need to <br />be addressed in the design and permitting of the proposed improvements. This will include one <br />coordination meeting with TOOT to make a determination on the NEPA process for final design. <br />A. Site Visit - Prior to making a field visit, FNI will obtain information for the vicinity such as soils <br />maps, National Wetland Inventory maps, topographic maps, floodplain maps, and other readily <br />available, pertinent data. This information will be evaluated to guide the field survey described <br />below. FNI's scientists will conduct a pedestrian survey of the project area to identify <br />environmental issues and document baseline conditions, including potential wetlands and /or <br />potential waters of the U.S. <br />B. Section 404 Permitting Assessment <br />(1) The presence of jurisdictional waters such as ephemeral, intermittent, or perennial <br />streams; wetlands; or other open waters will be documented during the pedestrian survey. <br />(2) Based on field observations described above; an opinion of whether or not jurisdictional <br />waters are present, and if so, the type(s) of waters will be included in a discussion of <br />potential USACE 404 permitting options related to the proposed alternatives. <br />(3) Results will be presented in the Drainage Study summary Design report. <br />C. Threatened and Endangered Species - Conduct reconnaissance -level field survey forthreatened <br />and endangered species within the area of the proposed project corridor to identify potential <br />habitat and document any threatened or endangered (T &E) species encountered. Emphasis will <br />be on federally listed species, but the Texas Parks and Wildlife Department T &E species database <br />will be reviewed. <br />D. Texas Antiquities Code Compliance - The Antiquities Code requires that the Texas Historical <br />Commission staff review any action that has the potential to disturb historic and archeological <br />sites on public land. <br />(1) Conduct a desktop archeological survey to determine the presence of any know sites within <br />or near the project areas and provide recommendation to the City related to anticipated <br />coordination that may be required as the project advances beyond 30 %. <br />11.
