City Council Meeting Minutes January 20, 2015 V. 30 Minute Citizen Comment Period Todd Salmi, San Marcos, addressed the Council regarding the Mental Health Officer grant funding. He mentioned his experience with the mental health officer for San Marcos Police Department and stated that that role has saved families and helped people in need. He asked the Council to continue to fund these positions. Bill Adams, San Marcos, addressed the Council on behalf of the Greenbelt Alliance, in support of the co- operative purchase along with the County of the Wildenthal Tract. This land has a great area of conversation for the Golden Cheek Warbler and also provides water quality protections. He encouraged the public to take a kid fishing and take them hiking too. CONSENT AGENDA A motion was made by Council Member Thomaides, seconded by Deputy Mayor Pro Tern Scott, to approve Consent Agenda items #3,5, and 6. Items # 4,5,7, and 8 were considered separately. The motion carried by the following vote: Mayor Daniel Guerrero abstained on Item #6 For: 6 - Mayor Guerrero, Council Member Thomaides, Deputy Mayor Pro Tern Scott, Mayor Pro =Tem Prather, Council Member Prewitt and Council Member Hughson Against: 0 Absent: 1 - Council Member Thomason 3. Consider approval of January 6, 2015, Regular Meeting Minutes 4. Consider approval of Ordinance 2015 -01, on the second of two readings, amending Chapter 74 of the San Marcos City Code by adding a new Article 6 that establishes procedures and criteria for the granting of revocable licenses for Sidewalk Caf6s, Parklets, and similar special uses of Public Rights -Of -Way; providing a savings clause; providing for the repeal of any conflicting provisions. A motion was made by Mayor Pro -Tem Prather, seconded by Council Member Prewitt, that Ordinance 2015 -01,on the second of two readings, be postponed until June 2015. The motion carried by the following vote: For: 4 - Mayor Guerrero, Mayor Pro -Tem Prather, Council Member Prewitt and Council Member Hughson Against: 2 - Council Member Thomaides and Deputy Mayor Pro Tern Scott Absent: 1 - Council Member Thomason 5. Consider approval of Resolution 2015 -05R approving an Interlocal Cooperation Contract with the Edwards Aquifer Authority and Texas State University for the expansion of the City Of San Marcos' Reclaimed Water System; authorizing the City Manager or his designee to execute the agreement on behalf of the City; and declaring effective date. 6. Consider approval of Resolution 2015 -06R approving a 1.094% adjustment to the rates charged by Texas Disposal Systems, Inc. in accordance with the fourth City of San Marcos Page 2
