City Council Meeting Minutes January 20, 2015 amended and restated contract for Collection and Disposal of Solid Waste and Recyclable Materials; approving Amendment #1 to the contract with Texas Disposal Systems, Inc.; authorizing the City Manager or his designee to execute amendment No. 1 on behalf of the City; and declaring an effective date. A motion was made by Council Member Thomaides, seconded by Deputy Mayor Pro Tern Scott, that Resolution 2015 -06R be approved on the Consent Agenda. Mayor Guerrero abstained to avoid the appearance of impropriety. The motion carried by the following vote: For: 5 - Council Member Thomaides, Deputy Mayor Pro Tern Scoff, Mayor Pro -Tem Prather, Council Member Prewitt and Council Member Hughson Against: 0 Absent: 1 - Council Member Thomason Abstain: 1 - Mayor Guerrero 7. Consider approval, by motion, authorizing Change in Services No. 7 in the not to exceed amount of $149,785.00 to HDR Engineering, Inc. for an Aesthetic Lighting Master Plan for the Loop 82 /Aquarena Springs Overpass Project, and other bridge intersections along 1 -35. A motion was made by Mayor Pro -Tem Prather, seconded by Council Member Thomaides, to approve the motion, as previously captioned. The motion failed by the following vote: For: 1 - Mayor Pro-Tern Prather Against: 5 - Mayor Guerrero, Council Member Thomaides, Deputy Mayor Pro Tern Scott, Council Member Prewitt and Council Member Hughson Absent: 1 - Council Member Thomason 8. Consider approval, by motion, of City Manager Jared Miller's appointment of Derrick Benn to the Civil Service Commission to fill a vacancy. A motion was made by Mayor Guerrero, seconded by Deputy Mayor Pro Tern Scott, that this appointment be postponed indefinitely. The motion carried by the following vote: For: 5 - Mayor Guerrero, Deputy Mayor Pro Tern Scott, Mayor Pro -Tem Prather, Council Member Prewitt and Council Member Hughson Against: 0 Absent: 2 - Council Member Thomaides and Council Member Thomason PUBLIC HEARINGS - 7:00 PM 9. 7:OOPM Receive a Staff presentation and hold a Public Hearing to receive comments for or against Ordinance 2015 -02, annexing into the City the remaining section of the Wonder World Drive Extension, consisting of 27.4 acres of land, more or less, from the boundary of that section of Wonder World Drive near Craddock Avenue annexed in 2010 and continuing to the intersection with Old Ranch Road 12; approving a Service Plan for this area; including procedural provisions; and providing an effective date; and consider approval of Ordinance 2015 -02, on the first of two readings.
