City Council Meeting Minutes January 20, 2015 Kristy Stark, Assistant Director of Development Services, provided a brief presentation. Mayor Guerrero opened the Public Hearing at 7:18 p.m. There being no comments, The Mayor closed the Public Hearing at 7:18 p.m. A motion was made by Deputy Mayor Pro Tem Scott, seconded by Council Member Hughson, that Ordinance 2015 -02, on the first of two readings, as previously captioned, be approved. The motion carried by the following vote: For: 6 - Mayor Guerrero, Council Member Thomaides, Deputy Mayor Pro Tem Scott, Mayor Pro -Tem Prather, Council Member Prewitt and Council Member Hughson Against: 0 Absent: 1 - Council Member Thomason NON - CONSENT AGENDA 10. Consider approval of Ordinance 2015 -03, on the first of two readings, approving a request by C &G Development, Ltd. For the voluntary annexation of, and annexing to the City, 12.16 acres of land, more or less, consisting of three tracts at the intersection of Craddock Avenue and Wonder World Drive; approving a Service Plan for this area; and including procedural provisions. A motion was made by Deputy Mayor Pro Tem Scott, seconded by Mayor Pro -Tem Prather, that Ordinance 2015 -03, on the first of two readings, as previously captioned, be approved. The motion carried by the following vote: For: 6 - Mayor Guerrero, Council Member Thomaides, Deputy Mayor Pro Tem Scott, Mayor Pro-Tem Prather, Council Member Prewitt and Council Member Hughson Against: 0 Absent: 1 - Council Member Thomason 11. Consider approval of Ordinance 2015 -04, on the first of two readings, amending the City's 2014 -2015 Fiscal Year Budget to enable the Police Department to hire two additional Mental Health Officers; amending the City's 2014 -2015 Fiscal Year Budget to authorize the expenditure of funds in the amount of $266,538.00 for such personnel; and providing an effective date. A motion was made by Mayor Pro -Tem Prather, seconded by Council Member Hughson, that Ordinance 2015 -04, on the first of Iwo readings, as previously captioned, be approved. The motion carried by the following vote: For: 6 - Mayor Guerrero, Council Member Thomaides, Deputy Mayor Pro Tem Scott, Mayor Pro -'rem Prather, Council Member Prewitt and Council Member Hughson Against: 0 Absent: 1 - Council Member Thomason 12. Consider approval of Ordinance 2015 -05, on the first of two readings, appointing Dallari Landry as an Associate Judge of the San Marcos Municipal Court of Record for a two year term; and providing an effective date.
