City Council Meeting Minutes January 20, 2015 A motion was made by Deputy Mayor Pro Tern Scott, seconded by Council Member Prewitt, that Ordinance 2015 -05, on the first of two readings, as previously captioned, be approved. The motion carried by the following vote: For: 6 - Mayor Guerrero, Council Member Thomaides, Deputy Mayor Pro Tern Scott, Mayor Pro -Tem Prather, Council Member Prewitt and Council Member Hughson Against: 0 Absent: 1 - Council Member Thomason 13. Consider approval of Ordinance 2015 -06, on the first of two readings, amending the rates for both Residential and Multifamily Customers of Municipal Solid Waste Programs in accordance with Section 66.028(A) of the San Marcos Code of Ordinances; including procedural provisions; and declaring an effective date. A motion was made by Council Member Prewitt, seconded by Council Member Hughson, that Ordinance 2015 -06, on the first of two readings, as previously captioned, be approved. Mayor Guerrero abstained to avoid the appearance of impropriety. The motion carried by the following vote: For: 5 - Council Member Thomaides, Deputy Mayor Pro Tern Scott, Mayor Pro -Tem Prather, Council Member Prewitt and Council Member Hughson Against: 0 Absent: 1 - Council Member Thomason Abstain: 1 - Mayor Guerrero 14. Consider approval of Resolution 2015 -07R approving a License Agreement with Continental Homes of Texas, L.P. to allow Subdivision Gateway, Landscaping and Irrigation Improvements in the right -of -way at the intersection of Craddock Avenue and Valencia Way; authorizing the City Manager to execute the License Agreement on behalf of the City; and declaring an effective date. A motion was made by Council Member Thomaides, seconded by Council Member Prewitt, that Resolution 2015 -07R, as previously captioned, be approved. The motion carried by the following vote: For: 6 - Mayor Guerrero, Council Member Thomaides, Deputy Mayor Pro Tern Scott, Mayor Pro -Tem Prather, Council Member Prewitt and Council Member Hughson Against: 0 Absent: 1 - Council Member Thomason 15. Hold a discussion regarding cost participation in the Hays County acquisition of an approximately 110 acre tract of land, and provide direction to the City Manager to prepare an Interlocal Agreement to provide for such cost participation and shared use of the property. Council Member Hughson excused herself from the dais and abstained from discussion to avoid the appearance of impropriety.
