City Council Meeting Minutes February 3, 2015 A motion was made by Council Member Thomason, seconded by Council Member Prewitt, that Resolution 2015 -14R be approved. The motion carried by the following vote: For: 6 - Mayor Guerrero, Council Member Thomason, Deputy Mayor Pro Tern Scott, Mayor Pro -Tem Prather, Council Member Prewitt and Council Member Hughson Against: 0 Absent: 1 - Council Member Thomaides 20. Consider approval of Resolution 2015 -15R approving an Access Easement Agreement with the Trust for Public Land under which the City will grant access across an existing roadway within the Purgatory Creek Natural Area to 110 acres out of a tract of land known as the Wildenthal Tract, subject to purchase of said 110 acres by the Trust for Public Land; authorizing the City Manager to execute the access easement agreement on behalf of the City; and declaring an effective date. A motion was made by Council Member Prewitt, seconded by Mayor Pro -Tem Prather, that Resolution 2015 -15R be approved. Council Member Hughson abstained to avoid the appearance of impropriety. The motion carried by the following vote: For: 5 - Mayor Guerrero, Council Member Thomason, Deputy Mayor Pro Tern Scott, Mayor Pro -Tem Prather and Council Member Prewitt Against: 0 Absent: 1 - Council Member Thomaides Abstain: 1 - Council Member Hughson 21. Discuss and Consider appointments to the Human Services Advisory Board, and provide direction to Staff. The following applicants were nominated for appointment to the Human Services Advisory Board: Lynn Thompson - Council Member Hughson Michele Purvin (Social Worker) - Mayor Guerrero Michelle Sotolongo - Council Member Hughson Doni Weber (to fill vacancy) - Mayor Pro Tern Prather The appointments carried by the following vote: For: 6 - Mayor Guerrero, Council Member Thomason, Deputy Mayor Pro Tern Scott, Mayor Pro -Tem Prather, Council Member Prewitt and Council Member Hughson Against: 0 Absent: 1 - Council Member Thomaides 22. Hold discussion for a policy regarding height warrants; and provide direction to Staff. Shannon Mattingly, provided a brief presentation and Council Member Prewitt provided further information on the item. Following discussion the Council directed Staff to schedule a workshop on height warrents in March. 23. Hold discussion regarding the process for consideration of Preferred Scenario Map Amendments and Rezoning Requests under the Land Development Code, and provide direction to staff.
