He has been advised many times by the City that his block <br />on Furman and the block on Dale would be paved. Mayor Younger <br />stated he thinks this paving should be done and should be given <br />priority. Mike Smith advised the Council they would like this <br />project to be placed in the scheme of things to be done. Mayor <br />Younger asked Mr. Gonzalez if this could be added to the Westover <br />project. Mr. Gonzalez advised it is not included in the Westover <br />project, and there has been no direction from Council for this to <br />be done. He stated Westover basic street estimates in the amount <br />of $650,000-$1.2 million were planned, and Mr. Boeker adivsed this <br />area is not included as part of what has been called "Westoverll. <br />Mr. Guerra stated there are many requests before the Council and <br />that the needs of these neighbors need to be addressed. He stated <br />if the Council determines this is a top priority, many neighborhoods <br />will be pleading their case for street projects as well. He requested <br />Staff find funds for this to be accomplished. Mike Smith stated he <br />would be back until the paving is accomplished. Mr. Jenkins advised <br />if the neighborhoods put in their own driveway culverts, this would <br />help. He stated he thinks major improvements are needed, not just <br />street paving. Mr. Gonzalez advised the neighborhood that the City <br />tries to involve neighborhood associations in the planning process <br />for capital improvements. Maria Johnson stated she has lived at <br />1002 Dale Street for ten years and is still waiting for the paving. <br /> <br />Mayor Younger stated the next item on the agenda, an Ordinance on <br />emergency, would require five votes, and since there were not five <br />Council Members present, it needed to be tabled. Mr. Guerra stated <br />he would be voting against the Ordinance, and therefore there would <br />be no reason for the Council to consider it at this meeting for first <br />reading. The caption of the Ordinance was not read into the record, <br />but reads as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING THAT ORDINANCE ADOPTED SEPTEM- <br />BER 8, 1986 WHICH SET FORTH AN ITEMIZED ESTIMATE OF <br />THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT <br />OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FISCAL <br />YEAR BEGINNING OCTOBER 1, 1986 AND ENDING ON SEPTEMBER <br />30, 1987, AND APPROPRIATED MONEY FOR THE VARIOUS FUNDS <br />AND PURPOSES OF SUCH ESTIMATE, TO REVISE SAID ESTIMATES <br />AND TO REAPPROPRIATE SAID FUNDS, ADOPTING SAID REVISIONS <br />AND ESTIMATES, AND DECLARING AN EMERGENCY. <br /> <br />Mr. Guerra moved to table the Ordinance to June 22,1987 and Mr. Hernan- <br />dez seconded the motion, which passed unanimously. <br /> <br />Mayor Younger introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 29-141 (15) OF THE SAN <br />MARCOS CODE OF ORDINANCES TO MAKE IT ILLEGAL TO PARK <br />UNbESIG~VEHICLES IN HANDICAPPED PARKING SPACES, <br />AND ESTABLISHING AN EFFECTIVE DATE. <br /> <br />Ms. Kissler moved for approval of the Ordinance on first reading and <br />Mr. Hernandez seconded the motion, which passed unanimously. <br /> <br />Mayor Younger introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br />
