<br />15 <br /> <br />Regular Meeting <br /> <br />September 14, 1987 <br /> <br />Page 8 <br /> <br />Mayor Younger introduced a discussion regarding the University and <br />Main Interceptors Rehabilitation and direction to Staff. Steve <br />Jenkins advised the Council the Insituform process would be cheaper <br />than reconstruction or replacement of the University and Main Inter- <br />ceptors. He stated there are accessibility difficulties in recon- <br />struction or reDlacement due to the location of the lines and the <br />need to relocat~ the lines, which would necessitate a need for right- <br />of-way acquisition and elimination of many trees. He stated the High- <br />way Department would not allow the City to make cuts in the highway. <br />He stated with the Insituform process, there would be little need for <br />excavation and installation would be through existing manholes. Mr. <br />Gonzalez pointed out Table 3A in the Council's packet and stated there <br />would be backup water in the event of a storm and that the Insituform <br />process would not provide any additional capacity. Mr. Jenkins stated <br />Insituform would only be used in portions which could benefit from the <br />process and that this process performs as well as slip lining. Mayor <br />Younger stated he would be willing for the City to do the Insituform <br />process on a trial basis by doing a portion. Mr. Gonzalez stated they <br />could do the worst part of University and Main Interceptors for about <br />$150,000.00, and the City would need to do the East Side relief inter- <br />ceptor in the future anyway. It was consensus of Council for Staff <br />to prepare a contract to do a portion of the University and Main Inter- <br />ceptors, not to exceed $150,000.00. <br /> <br />Mayor Younger introduced for discussion an Abandoned Car Ordinance <br />proposal. Mayor Younger stated this would be delayed until the Sep- <br />tember 28 meeting. <br /> <br />Mayor Younger introduced for discussion a briefing regarding the San <br />Antonio Committee on the Edwards Aquifer. Frank Robbins advised the <br />Council that in approximately one month the City of San Antonio will be <br />making recommendations that will affect San Marcos to the Legislature, <br />Edwards Underground Water District and the Railroad Commission. He <br />stated the City Council needs to have a Workshop at a future date to <br />discuss this matter more thoroughly, and that he will set up a time <br />with Mayor Younger. <br /> <br />Mayor Younger introduced for discussion the status on the San Marcos <br />Parkway. Frank Robbins advised the Council there would be another <br />meeting on September 16. He stated road construction of the loop <br />would not begin for two more years. The State advised they will be <br />reviewing the loop, and that it is a controversial process. <br /> <br />Mayor Younger introduced for discussion the transfer of $28,506.00 <br />from Fund Balance to the Construction Crew Overall Budget and direction <br />to Staff for a Budget Amendment. Nick Caruso advised the Council <br />there was no overlay program in the '86-'87 budget and that weather <br />conditions had been a factor during this fiscal year. It was consensus <br />of Council a Budget Amendment be prepared and presented to the Council. <br /> <br />Mayor Younger introduced for discussion budget items which were dis- <br />cussed during the budget process. Mr~ Gonzalez reviewed with Council <br />a listing provided in the Council's packets of questions of the Coun- <br />cil that were asked during the budget process, and which Mr. Gonzalez <br />answered in this listing provided. Additional comments of the Council <br />that were made were as follows: Regarding the contract with Gary Job <br />Corps for animal control, Mayor Younger wants the fee raised to $7.50; <br />regarding the City's computer system, Mayor Younger wants Ms. Brown to <br />continue looking for a more affordable maintenance agreement; regarding <br />the latchkey program with the School District, Mr. Guerra advised it <br />was his understanding the Youth Shelter was involved, not Youth Services <br />Board, and that Lamar would be utilized instead of Dunbar. The Council <br />asked Mr. Gonzalez to get clarification from Rodney Cobb. Regarding <br />user fees for Laidlaw, Mayor Younger requested the City get franchises <br />with P.E.C. and Bluebonnett as well. <br />
