<br />66 <br /> <br />Regular Meeting <br /> <br />October 12, 1987 <br /> <br />Page 2 <br /> <br />Mayor Younger introduced for consideration approval of three appoint- <br />ments to the Zoning Commission. Mr. Farr moved to reappoint Jane <br />Wilson, reappoint Joe B. Cox, Jr. and reappoint Lala Garcia and Mr. <br />Guerra seconded the motion, which passed unanimously. <br /> <br />Mayor Younger introduced for consideration approval of an appoint- <br />ment to the Historic Preservation Commission from the Planning Com- <br />mission. Mr. Farr moved to appoint Billy Moore and Mr. Guerra se- <br />conded the motion, which passed unanimously. <br /> <br />Mayor Younger introduced for consideration approval of three appoint- <br />ments to the Tourist Development Council. Mayor Younger roved to <br />reappoint Jack Lindstrom, appoint Sue Blansett (who previously served <br />on the Arts Subcommittee) and reappoint Mayor Pro-Tern Gerald G. Farr <br />and Mr. Guerra seconded the motion. On roll call the following vote <br />was recorded: <br /> <br />AYE: <br /> <br />Brown, Farr (for Lindstrom and Blansett), Guerra, <br />Younger, Hernandez, Kissler, Nicola. <br />None. <br /> <br />NAY: <br /> <br />ABSTAIN: <br /> <br />Farr (for Farr) . <br /> <br />Mayor Younger moved Item 18A, discussion and direction to Staff regard- <br />ing Westover Addition Improvements Project, to this point on the Agenda. <br />Steve Jenkins advised the Council there are not enough funds to do all <br />the streets and drainage work needed. He stated underground storm <br />sewers are too expensive and were not considered in any of the three <br />exhibit alternatives in the Council's packets. He stated some funds <br />could be made available from the Millview and from the Chestnut- <br />Ridgeway-LBJ projects, that $1,375,000 is needed and even with a <br />transfer of funds from the above projects, there is still a shortage <br />of at least $400,000. Joe Wester asked if the Council could advise <br />the neighborhood when they can get a dollar commitment from the City <br />on what can be done. Mr. Jenkins stated the most critical area of <br />the project would cost approximately $1,077,000, and that easements <br />will need to be attained for the work to occur, and that no funds are <br />included for acquisition of easements. In order for the City to per- <br />form the project, it will be necessary for the neighborhood to provide <br />the easements at no cost to the City. Mr. Gonzalez recommended the <br />City go forward with bids on Exhibit 2 ($1,140,000) and bid the remain- <br />ing part of the project as an alternative. Mr. Farr requested Staff <br />provide information deleting the street construction phase of the pro- <br />ject. Mr. Brown stated the funds could come from Certificates of Obli- <br />gation issued in January, 1988, with the debt service to begin in the <br />next fiscal year, but that the citizens would have to anticipate a <br />property tax increase in the next fiscal year to pay for the COso <br />Mayor Younger wants to look at the possibility of the property owners <br />paying for the culverts and driveway materials, and Mr. Gonzalez stated <br />the property owners would probably not be willing to provide the City <br />right-of-way at no cost if they were going to have to also contribute <br />funds for the materials. ~1r. Brown asked Mr. Jenkins if the project <br />could be done in two phases in two years. Mr. Jenkins stated the <br />amount of this project would warrant doing the project at one time <br />so as to save expenses, and could be delayed to the second year when <br />funds were available. Mr. Farr requested Staff to bring information <br />to the Council regarding funding alternatives and debt service require- <br />ments at the October 26 Meeting for the $1,375,000 project. The Coun- <br />cil also requested the cost per linear foot for sidewalks. <br />
