On roll call the following vote was recorded: AYE: Brown, Farr, Younger, Kissler, Nicola. NAY: Hernandez. ABSTAIN: Guerra. Mr. Guerra abstained from voting on this matter, because the company addressed in the memorandum attached to the Ordinance, Saucedo's Wrecker Service, is owned by a personal friend of Mr. Guerra's. Mayor Younger introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 17 OF THE SAN MARCOS CODE OF ORDINANCES BY THE ADDITION OF SECTION 17-5, SPECIAL EXPENSE FOR DEFENSIVE DRIVING AND REPEALING SECTION 17-4, JURY FEES, AND ESTABLISHING AN EFFECTIVE DATE. Mr. Guerra moved for approval of the Ordinance on first reading and Ms. Kissler seconded the motion, which passed unanimously (Mr. Farr not present to vote on this item). Mayor Younger introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, M1ENDING CHAPTER 29 OF THE SAN MAR- COS CODE OF ORDINANCES BY THE ADDITION OF A LOADING ZONE WITH A TOW-AWAY DESIGNATION ON HUTCHISON STREET EXTENDING SOUTH APPROXIMATELY FORTY FEET FROM PALMER'S RESTAURANT PARKING LOT ENTRANCE TO PALMER'S SERVICE DOOR ENTRANCE AND ESTABLISHING AN EFFECTIVE DATE. Mr. Hernandez moved for approval of the Ordinance on first reading and Mr. Brown seconded the motion, which passed unanimously. Mayor Younger introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 29-110 OF THE CODE OF ORDINANCES TO ADD TWO INTERSECTIONS AT WHICH DRIVERS OF VEHICLES MUST STOP AT POSTED STOP SIGNS AND DECLAR- ING AN EFFECTIVE DATE. Ms. Kissler moved for approval of the Ordinance on first reading and Mayor Younger seconded the motion, which passed unanimously. Mayor Younger introduced for consideration approval of an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 5, BUILDING CODE AND APPENDIX C, SUBDIVISIONS OF THE SAN MARCOS CODE OF ORDINANCES TO CLARIFY THE INTENT AND LANGUAGE OF THE BUILDING CODE AND SUBDIVISION ORDINANCE WITH RESPECT TO PLATS, AND DECLARING AN EFFECTIVE DATE.
