(4) San Marcos Reinvestment Corporation and San Marcos Habitat for Humanity when building new <br />affordable single-family residential dwellings; <br />(5) The Housing Authority of the City of San Marcos, for construction projects on property owned by it, for <br />low-income housing or administrative offices; and <br />(6) Any taxing unit as defined under Section 1.04(12) of the Texas Tax Code for construction projects having <br />a permitted value of $3,000.00 or less. <br />(c) Residential home improvement exemption. A person making repairs or improvements to a residential dwelling <br />requiring the issuance of a permit by the Ceity is exempt from the payment of all applicable fees imposed under <br />this chapter if: <br />(1) Such person owns and occupies the residential dwelling; <br />(2) The residential dwelling is designated as such person's homestead by the county appraisal district having <br />jurisdiction; and <br />(3) Such person,, *heF than an -of"'. 11--a ^ + ^ , directly performs all work on the repairs or <br />improvements independentlywith the his,! ^• & ^na^ or uses other persons to perform the construction <br />work requiring the issuance of a permit by the Ceity. Such ersons performing work for the property owner <br />shall, however, be subject to applicable licensing requirements under state law. <br />This subsection (c) will expire on December 31, 20194. <br />Sec. 14.007. - Display of company name and license number. <br />All contractors doing business in the Coity shall permanently display the company name and license number in <br />letters not less than two inches in height, with a three -quarter -inch stroke, on both sides of all vehicles used by the <br />contractor. For purposes of this section, a magnetic sign on a vehicle is not a permanent display. <br />Sec. 14.008. - Permit application—Filing; fees. <br />(a) All permit applications shall be made upon forms provided by the building official. <br />(b) Once a permit application is determined by the building inspection division to be complete, the division will <br />inform the applicant of the amount of the permit fee. An application will not be considered to be filed with the <br />building inspection division unless and until this completeness is verified and the full amount of the permit fee <br />is paid. A permit fee may be wholly or partially waived in a written development incentive agreement with the <br />Ceity as approved by City Council. <br />(c) The building official may require that a plan review fee be paid by a permit applicant at the time an application <br />is submitted. The payment of the plan review fee will not be deemed to constitute the filing of the application, <br />and the application will not be considered to be filed with the building inspection division unless and until the <br />application is verified to be complete and the full amount of the permit fee is paid. <br />(d) If the scope of work is increased during the construction period relative to the work authorized to be done under <br />the permit, the permit holder shall file an amended permit application and pay additional fees that are assessed <br />based on the increase in scope prior to beginning any work not covered by the original permit. <br />_(e) Permit fees aFe established by eity eeunei-17 <br />Sec. 14.009. - Certificate of insurance required for contractors. <br />(a) A licensed building contractor performing construction work in the Ceity shall provide the inspection division a <br />certificate of insurance that meets the requirements of subsection (b) of this section. The building inspections <br />division will not issue a license until it receives the certificate of insurance. <br />(b) A certificate of insurance shall: <br />(1) Be written by a company licensed to do business in the State of Texas; <br />Page 3 <br />
