1.3 TASK 3 - CONSTRUCTION PLANS AND SPECIFICATIONS <br />The Engineer will: <br />1.3.1 Prepare final design plans and specifications for the Project including technical <br />specifications, typical details and general notes in accordance with the following standards for the <br />City's final review and approval as they are applicable: <br />a) National Environmental Policy Act; <br />b) Architectural Barriers, Texas Department of Licensing and Regulation; <br />C) Americans with Disabilities Act (ADA) Regulations; <br />d) Texas Department of Transportation Design Manual and American Association of <br />State Highway and Transportation Official ( AASHTO) Policy on Geometric <br />Design of Highways and Streets (as amended); <br />e) AASHTO Guide for the Development of Bicycle Facilities, 4th Edition (2012) <br />f) Texas Department of Transportation Standard Specifications ( 2004); <br />h) Texas Manual on Uniform Traffic Control Devices and Texas Department of <br />Transportation Standards (as amended) for the design of traffic control plans; <br />j) Environmental requirements per applicable jurisdiction: TCEQ, TxDOT, City of <br />San Marcos, Texas; <br />k) Historical Commission; <br />1) Hays County; <br />m) Environmental Protection Agency ( "EPA "); <br />n) United States Fish and Wildlife Service; and <br />o) United States Army Corps of Engineers ( "USACE "). <br />p) An awareness of onsite utilities and railroad permitted stipulations. The Engineer <br />will include in construction specifications the requirement that mandatory 811 <br />utility location services be utilized by all construction contractors. <br />q) All QA/QC City adopted Best Practices. <br />1.3.2 Coordinate review of design plans and specifications to ensure compliance with TxDOT <br />requirements and regulations. <br />1.3.3 Submit plans at 60 %, 90 %, and 100% completion for review by the City. The 60% <br />submittal will include plans, a list of specifications, and opinion of construction cost. The 90% <br />and 100% submittals will include plans, specification, bid items, and opinion of construction cost. <br />1.3.4 Incorporate review comments from City stakeholders into the final plans. <br />1.3.5 Conduct, with the City, a QA/QC review at the 60% and 90% milestones.
