80 Regular Meeting July 12, 1993 Page 4 Mr. Gilley stated that the Public Hearings would have to be redone. Mayor Morris stated that by tabling these Items it would delay the developer. Mr. Gilley stated that they would be placed on the July 26th agenda only if the city would meet the 15 day requirements for publishing. Mr. Gilley suggested that the Items be brought back onto the table to hold the public hearings but no motions will be taken. Mr. Guerra moved that the items be brought back onto the table. Mayor Morris stated that he could not do that because he had an interest. Mayor Morris asked if the council could conduct business with three members. Ms. Davis stated that she was not sure and Mr. Gilley stated that the purpose of the public hearings was to receive comments from the public and not take any official action and he did not see any reason that even without a quorum they could not have a public hearing. Mayor Morris stated that the Council go ahead and hold the public hearings and if there is a problem and if the City can post it then they would take care of it. Mayor Pro Tem Plummer reintroduced the public hearing and the caption of the Resolution was read again. SUBDIVISION AS RECORDED IN VOLUME 4, PAGES 309-311 OF THE HAYS COUNTY PLAT RECORDS, AND DECLARING AN EFFECTIVE DATE.
