A motion was made by Deputy Mayor Pro Tern Scott, seconded by Council Member Prewitt, that Ordinance 2015 -39 be approved on first and final reading on emergency. The motion carried by the following vote: For: 6 - Mayor Guerrero, Council Member Thomaides, Deputy Mayor Pro Tern Scott, Mayor Pro -Tem Prather, Council Member Prewitt and Council Member Hughson Against: 0 Absent: 1 - Council Member Thomason 27. Consider approval of Ordinance 2015 -40, on first and final reading on emergency, authorizing the issuance of one or more Series 2015 City of San Marcos, Texas, Combination Tax and Revenue Certificates of Obligation in an amount not to exceed $19,750,000 to provide funding for constructing, improving, extending, expanding, upgrading and developing City Streets, Bridges, Sidewalks, Intersections, related Traffic Improvements and Transportation Facilities including purchasing any necessary Rights -Of -Way and equipment; constructing and improving the City's Drainage Facilities; constructing, improving and extending the City's Water and Waste Water System, including Phase 1 of the City's Waste Water Treatment Plant Project; constructing, improving and extending the City's Electric System; constructing, improving and extending the City's Airport; constructing and improving the City's Parks System; acquiring, constructing, equipping and renovating Public Safety Equipment and Facilities including Fire Stations, acquiring a Fire Vehicle and Police Digital Mobile Video Equipment; acquiring, constructing, designing, equipping and renovating City Facilities and Buildings, including work on the City's Capital Improvement Plan; approving an Official Statement; Purchase Agreement and Paying Agent /Registrar Agreement; establishing the procedures for selling and delivering one or more series of the Certificates; providing for adoption of this Ordinance on one reading only in accordance with State Law; and authorizing other matters relating to the Certificates. Consider approval of Resolution 2015 -118R approving a Meet and Confer Agreement between the San Marcos Police Officers' Association and the City of San Marcos and declaring an effective date.
