Consider approval of Ordinance 2015 -40, on first and final reading on emergency, <br />authorizing the issuance of one or more Series 2015 City of San Marcos, Texas, <br />Combination Tax and Revenue Certificates of Obligation in an amount not to exceed <br />$19,750,000 to provide funding for constructing, improving, extending, expanding, <br />upgrading and developing City Streets, Bridges, Sidewalks, Intersections, related <br />Traffic Improvements and Transportation Facilities including purchasing any <br />necessary Rights -Of -Way and equipment; constructing and improving the City's <br />Drainage Facilities; constructing, improving and extending the City's Water and Waste <br />Water System, including Phase 1 of the City's Waste Water Treatment Plant Project; <br />constructing, improving and extending the City's Electric System; constructing, <br />improving and extending the City's Airport; constructing and improving the City's Parks <br />System; acquiring, constructing, equipping and renovating Public Safety Equipment <br />and Facilities including Fire Stations, acquiring a Fire Vehicle and Police Digital Mobile <br />Video Equipment; acquiring, constructing, designing, equipping and renovating City <br />Facilities and Buildings, including work on the City's Capital Improvement Plan; <br />approving an Official Statement; Purchase Agreement and Paying Agent /Registrar <br />Agreement; establishing the procedures for selling and delivering one or more series <br />of the Certificates; providing for adoption of this Ordinance on one reading only in <br />accordance with State Law; and authorizing other matters relating to the Certificates. <br />A motion was made by Council Member Prewitt, seconded by Deputy Mayor <br />Pro Tern Scott, that Ordinance 2015 -40 be approved on first and final reading <br />on emergency.
