City Council Meeting Minutes September 1, 2015 <br />flows. It is not good for fish or plants. We need to remove things that prevent <br />natural flow. The river shouldn't be split into channels as it is now during low <br />flows, and there should be a gravel bottom. Fish are scarcer in this area, and <br />stated that Council can ask Fish and Wildlife for assistance with that research. <br />It is natural to have some sediment in a natural bottom. Dr. Hardy's study did <br />a lot of work to ensure that the model was correct. <br />Rob Roark, addressed the Council regarding several things that are buried into <br />the agendas like Item #33. He provided concerns for flooding across that <br />parcel and now we are looking at putting something commercial there. He <br />stated that it will be interesting to see what we are looking at bringing in there. <br />He closed by saying that if this is involving flooding and purgatory creek he'll <br />be down here to talk to us about it. <br />A motion was made by Council Member Thomaides, seconded by Council <br />Member Prewitt, to approve the Consent Agenda consisting of items #5-17, <br />City of San Marcos Page 4 <br />
