TWO AND BEING A PORTION OF LOT <br />NO. 8 OF THE SHADRACH DIXON SUBDIVISION, FROM "AO" <br />(AGRICULTURAL-OPEN SPACE DISTRICT) TO "LI" (LIGHT <br />INDUSTRIAL DISTRICT). <br />During discussion Mr. Kreczmer asked if the runoff from this area <br />would affect the Millview area, and City Manager Gonzalez said it <br />would affect the Millview area and that the runoff concerns would <br />need to be addressed. Mrs. Norris moved to approve the ordinance <br />on first reading and Mr. James seconded the motion. On roll call <br />the following vote was recorded: <br />AYE: James, Craddock, Kreczmer, Mendez and Norris. <br />NAY: None. <br />ABSTAIN: Brown. <br />Mayor Craddock introduced for consideration approval to authorize <br />bidding on uniform service for Public Works' personnel, the building, <br />plumbing and electrical inspectors; Mayor Craddock moved for ap- <br />proval to authorize bidding on uniform service and Mrs. Norris se- <br />conded the motion, which passed unanimously. <br />Mayor Craddock introduced for consideration a proposal from the Texas <br />Department of Public Safety for acquisition of city property on IH35 <br />North. Major J. R. Allen of the Texas Department of Public Safety ad- <br />dressed the Council stating he was authorized to present a proposal to <br />purchase a parcel of land on IH35 North from the City in the amount of <br />$21,940.00. Mr. George Boeker of Public Works advised the Council a <br />12 inch water line was needed to this property, rather than an 8 inch <br />line, and the oversize of the main and engineering costs would run <br />$5,640.00. Mayor Craddock moved that the Texas Department of Public <br />Safety be offered the property at $27,580.00, requiring them to fund <br />the 12 inch water main oversize which is needed for this area, and Mr. <br />Brown seconded the motion, which passed unanimously. <br />Mayor Craddock introduced for consideration a request from the Lions <br />Club for the Council to call an election for approval of a proposed <br />lease of City parkland to the Lions Club where they could rent and <br />store tubes. Bobby Whiteside of the Lions Club addressed the Council, <br />stating the Club wanted to utilize a portion of the City Park Recrea- <br />tion Building and parking lot, renting tubes for approximately six <br />months of the year and the remainder of the year store the tubes in <br />the building and the City utilize the building during the six months <br />the Club is not renting tubes. The Council does not have authority <br />to lease or give parkland; that is a decision that has to be made by <br />the electors of the City. Mrs. Norris moved that City Attorney Barbara <br />Edwards be directed to present an Ordinance calling for an election on <br />January 16, 1982 to the Council at the Regular Meeting scheduled Novem- <br />ber 23, 1981, and Mr. Kreczmer seconded the motion, which passed unani- <br />mously. <br />Mayor Craddock introduced for consideration approval of a change order <br />of the Victory Gardens Phase III Project for construction of drainage <br />outfall lines on Guadalupe and Railroad/Truman Streets and review of <br />the realignment of Roosevelt Street. Kelley Kilber addressed the <br />Council stating that a change order was increasing the contract sum <br />by $53,324.05. With these funds some of the drainage problems could <br />be addressed. He stated there was a sump area between the Katy and <br />Mo-Pac Railroads that retained water. He stated a 21 inch line under <br />Katy Railroad running out through the Truman area would alleviate some <br />of the drainage problems; and that a 24 inch line under the Katy Rail- <br />road would offer drainage outfall to the Guadalupe Street area and would <br />supply drainage for the 25-year flood frequency.
