Mr. Kilber then reviewed a realignment plan of <br />Roosevelt Street with the Council. Mayor Craddock moved that Mr. Kil- <br />ber proceed with the design work deleting the turn lane at the Roose- <br />velt intersection and Mrs. Norris seconded the motion, which passed <br />unanimously. <br />Mayor Craddock introduced for consideration the approval for payment <br />from Fund Balance 1980-1981 for payment of $160.00 to Josie Ramos for <br />assistance to the office Manager (Wayne Moore) and payment of $240.00 <br />to each Eileen Wallace and Chimy Lester for programming during the ab- <br />sence of a Manager/Programmer. Mrs. Norris moved that payment in these <br />amounts be made and Mrs. Mendez seconded the motion. On roll call the <br />following vote was recorded: <br />AYE: Brown, James, Craddock, Mendez and Norris. <br />NAY: Kreczmer. <br />ABSTAIN: None. <br />Mayor Craddock introduced for consideration approval of an ordinance <br />on first reading establishing a program of emergency management, the <br />caption which was read as follows: <br />AN ORDINANCE ESTABLISHING A PROGRAM OF COMPREHEN- <br />SIVE EMERGENCY MANAGEMENT WHICH INCLUDES THE MITI- <br />GATION, PREPAREDNESS RESPONSE AND RECOVERY PHASES <br />OF CIVIL PREPAREDNESS; CREATING THE OFFICE OF EMER- <br />GENCY MANAGEMENT DIRECTOR; CREATING THE POSITION OF <br />EMERGENCY MANAGEMENT COORDINATOR; AUTHORIZING THE <br />APPOINTMENT OF AN EMERGENCY MANAGEMENT COORDINATOR; <br />PROVIDING THE DUTIES AND RESPONSIBILITIES OF SAID <br />OFFICES; IDENTIFYING AN OPERATIONAL ORGANIZATION; <br />GRANTING NECESSARY POWERS TO COPE WITH ALL PHASES <br />OF EMERGENCY MANAGEMENT WHICH THREATEN LIFE AND <br />PROPERTY IN THE CITY OF SAN MARCOS; AUTHORIZING <br />COOPERATIVE AND MUTUAL AID AGREEMENTS FOR RELIEF <br />WORK BETWEEN THIS AND OTHER CITIES OR COUNTIES AND <br />FOR RELATED PURPOSES; PROHIBITING UNAUTHORIZING <br />WARNING AND ALL-CLEAR SIGNALS; MAKING VIOLATIONS <br />A MISDEMEANOR PUNISHABLE BY FINE NOT TO EXCEED <br />$200.00; PROVIDING FOR SEPARABILITY AND DECLARING <br />AN EFFECTIVE DATE. <br />Mrs. Norris moved to approve the Ordinance on first reading and Mr. <br />James seconded the motion, which passed unanimously. <br />Mayor Craddock introduced for consideration approval of an Ordinance <br />on first reading amending Chapter 5 entitled "Buildings and Building <br />Regulations", the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />SAN MARCO S, TEXAS, AMENDING CHAPTER 5, ENTITLED <br />"BUILDINGS AND BUILDING REGULATIONS" TO ADOPT THE <br />STANDARD BUILDING CODE, 1979 EDITION, AND THE <br />1980-81 REVISIONS TO THE 1979 EDITION AND AMEND <br />SAID CODE IN CERTAIN RESPECTS; TO SET A PENALTY <br />AND DECLARING AN EFFECTIVE DATE. <br />Mrs. Norris moved to approve the Ordinance on first reading and Mr. <br />James seconded the motion.
