82 <br />Regular Meeting <br />November 9, 1981 <br />Page 6 <br />Mayor Craddock introduced for consideration approval of an ordinance <br />on second reading amending the Code of Ordinances to provide standard <br />for determining charges for Charter and Code of Ordinances and supple- <br />ments thereto, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING THE CODE OF ORDINANCES, CITY <br />OF SAN MARCOS, TEXAS, TO PROVIDE A STANDARD FOR DETER- <br />MINING CHARGES TO BE LEVIED BY CITY FOR COPIES OF CITY <br />CHARTER AND/OR CODE OF ORDINANCES AND FOR SUPPLEMENTS <br />TO SAID CHARTER AND CODE; TO DIRECT THE CITY SECRETARY <br />TO MAINTAIN A SCHEDULE OF SAID CHARGES AND DECLARING AN <br />EFFECTIVE DATE. <br />Mrs. Norris moved to approve the Ordinance on second reading and Mr. <br />James seconded the motion, which passed unanimously. <br />Mayor Craddock introduced for consideration an ordinance on third and <br />final reading amending the Ordinance of September 8, 1981, which adopt- <br />ed the 1981-1982 Budget, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING THAT ORDINANCE ADOPTED SEPTEM- <br />BER 8, 1981, WHICH SET FORTH AN ITEMIZED ESTIMATE OF <br />THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT OF <br />THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FISCAL <br />YEAR BEGINNING ON OCTOBER 1, 1981, AND ENDING ON SEP- <br />TEMBER 30, 1982, AND APPROPRIATED MONEY FOR THE VARIOUS <br />FUNDS AND PURPOSES OF SUCH ESTIMATE TO REVISE SAID <br />ESTIMATES AND TO REAPPROPRIATE SAID FUNDS; ADOPTING <br />SAID REVISIONS AND ESTIMATES AND DECLARING AN EFFECT- <br />IVE DATE. <br />Mr. Brown moved for the adoption of the Ordinance and Mrs. Norris <br />seconded the motion, which passed unanimously. <br />Mayor Craddock introduced for consideration an Ordinance on third <br />and final reading amending Chapter 29 entitled "Traffic" of the <br />Code of Ordinances, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS AMENDING CHAPTER 29, ENTITLED "TRAFFIC" <br />OF THE CODE OF ORDINANCES OF SAID CITY TO ADD A SEC- <br />TION TO ELIMINATE REQUIREMENT FOR STATE TO PROVE THE <br />INSTALLATION OR AUTHORITY FOR ANY TRAFFIC CONTROL DE- <br />VICE OR SIGNAL IN PROSECUTIONS FOR VIOLATIONS OF THIS <br />CHAPTER; TO ESTABLISH THE RIGHT OF REBUTTAL BY DEFEND- <br />ANTS AND DECLARING AN EFFECTIVE DATE. <br />Mrs. Norris moved for the adoption of the ordinance on third and <br />final reading and Mr. Kreczmer seconded the motion, which passed <br />unanimously. <br />Mayor Craddock introduced for review and consideration of direction <br />for the proposed Interim Environmental Ordinance. Mrs. Norris moved <br />that a Workshop be scheduled to review the ordinance with Staff and <br />possibly Kelley Kilber and Craig Farmer of Freese and Nichols on <br />Monday, November 16, 1981 at 5:30 p.m. and Mr. James seconded the <br />motion, which passed unanimously. <br />Mayor Craddock introduced for consideration a Resolution casting <br />votes for the Directors of the Hays County Appraisal District, <br />the caption which was read as follows:
